FMSCA Releases the Guidelines to help identify Freight Brokers, Bona Fide Agents, and Dispatchers. The discussion about who should be authorized to make transportation arrangements as a broker, with or without FMSCA Authority, is a hot topic in the shipping community. The new guidelines will surprise some and frustrate others.
