So said President-elect Joe Biden about the late Sen. Claiborne Pell of Rhode Island in a telephone interview on Dec. 14, 2009, when he was nearing the end of his first year as vice president during the first term of President Barack Obama.

“This notion of a sense of honor,” Biden also said, was something he, Pell, and Republicans and Democrats alike shared decades ago during an era when Congressional members of the parties often worked together.
