Reb Noson continues expounding and developing Yaakov's Neder after the dream of the ladder, connecting it to the various stages between doing a Mitvah with Simcha and ultimately tapping into the Infinite Light of the Keter, which require the neder to protect the in-between stages of elevating the Malkhut from the evil domain, gaining momentum with the Mitzvah, activating blessings into the world and attaining the blessing of the Intellect - all prerequisites for the Keter etc.
