    केंद्रीय संस्कृति मंत्रालय ने संसद को बताया है कि भारत के 3,693 केंद्रीय संरक्षित स्मारकों (centrally protected monuments) में से 50 गायब हो गए हैं।
    संस्कृति मंत्रालय के उपर्युक्त कथन का उल्लेख परिवहन, पर्यटन और संस्कृति पर संसदीय स्थायी समिति की एक रिपोर्ट ‘इश्यूज रिलेटिंग टू अनट्रेसेबल मॉन्यूमेंट्स एंड प्रोटेक्शन ऑफ़ मॉन्यूमेंट्स इन इंडिया’ (Issues relating to Untraceable Monuments and Protection of Monuments in India) में किया गया है।
    कुछ लापता स्मारकों में शामिल हैं; दिल्ली में बाराखंभा कब्रिस्तान; शेर शाह की बंदूकें, तिनसुकिया (असम); तांबे के मंदिर के अवशेष, पाया, लोहित (अरुणाचल प्रदेश); कोस मीनार, मुजेसर, फरीदाबाद (हरियाणा); कुटुम्बरी मंदिर, द्वाराहाट, अल्मोड़ा (उत्तराखंड); रॉक शिलालेख, सतना (मध्य प्रदेश); पुराना यूरोपीय मकबरा, पुणे (महाराष्ट्र); 12वीं सदी का मंदिर, बारां (राजस्थान); और तेलिया नाला बौद्ध खंडहर, वाराणसी (उत्तर प्रदेश)।
    1920 और 30 के दशक के दौरान, 50 के दशक तक संरक्षित स्मारकों का एक बड़ा हिस्सा भारतीय पुरातत्व सर्वेक्षण (ASI) के अधीन ले लिया गया था।
    केंद्रीय स्मारकों के लापता होने के कारण
    स्वतंत्रता के बाद से ही सरकारों का ध्यान विरासत स्मारकों के संरक्षण के बजाय स्वास्थ्य, शिक्षा और बुनियादी ढांचे पर था।
    यहां तक कि विरासत के उद्देश्य भी पहले खोजे गए स्मारकों के संरक्षण के बजाय अधिक स्मारकों और स्थलों को खोजना रहा है।
    कई स्मारक और स्थल शहरीकरण, बांधों और जलाशयों के निर्माण और यहां तक कि अतिक्रमण जैसी गतिविधियों के कारण लापता हो गए।
    संसद में ASI की प्रस्तुति के अनुसार, 14 स्मारक तेजी से शहरीकरण के कारण खो गए हैं, 12 जलाशयों/बांधों में डूब गए हैं, जबकि 24 का पता नहीं चल पाया है, जिससे लापता स्मारकों की संख्या 50 हो गई है।

  • देश भर में इनकम टैक्स के छापों की तैयारी, सरकार नुकसान की भरपायी में जुटी

    सेंट्रल बोर्ड ऑफ डायरेक्ट टैक्सेज (सीबीडीटी) ने एक बड़े खुलासे में कहा है कि इनकम टैक्स डिमांड एरियर्ज की 97% वसूली मुश्किल है। यह रकम 4.66 लाख करोड़ रुपए से ज्यादा है।


    इनकम टैक्स डिपार्टमेंट को कुल 4.82 लाख करोड़ रुपए के एरियर की वसूली करनी है। कानूनी मामलों, कंपनियों के लिक्विडेशन में होने, बीमार कंपनियों और टैक्सपेयर्स का पता न होने से इसमें से लगभग 97 फीसदी रिकवरी होनी मुश्किल बताई जा रही है।


    इसे देखते हुए सीबीडीटी ने टैक्स वसूलने के लिए बहुत से उपायों की शुरुआत की है। इनमें डिफॉल्टर्स के बैंक खाते जब्त करना और जानबूझ कर टैक्स न चुकाने वालों को गिरफ्तार करना शामिल हैं। अप्रैल 2012 तक 4,82,027 करोड़ रुपए के कुल एरियर बकाया थे। मार्च 2013 के लिए सेंट्रल प्लान के मुताबिक, इसमें से 4,66,854 करोड़ रुपए की रिकवरी मुश्किल है। यह स्थिति चिंताजनक है और इसमें रिकवरी में डिमांड का केवल 3 फीसदी ही बचता है।



    सीबीडीटी ने टॉप ऑफिसर्स को हाल में भेजे एक लेटर में लिखा है, 'ज्यादा गंभीर स्थिति यह है कि कुल एरियर डिमांड का 5 फीसदी से कम 23,995 करोड़ रुपए ही 2012-13 के फाइनैंशल इयर में कलेक्ट किया जा सका।' एक सीनियर ऑफिशल ने बताया, 'फाइनैंस पर संसद की स्टैंडिंग कमेटी ने फाइनैंस मिनिस्ट्री से कई बार रेवेन्यू लॉस को कम करने के लिए कहा है और कदम उठाए जा रहे हैं। जल्द ही नतीजे दिखने लगेंगे।'

  • 2023 में एक करोड़ लोगों की मौत की भविष्यवाणी, बेकार हो जाएंगे सारे एंटीबायोटिक?

    मेडिकल साइंस के लिए सुपर बग पिछले कुछ सालों में एक बड़ी चुनौती बनकर उभरा है। कोरोना वायरस की वजह से पैदा हुए हालात ने इसे और खतरनाक बना दिया है। मेडिकल जर्नल लैसेंट की एक रिपोर्ट में दावा किया गया है कि हालात नहीं सुधरे तो सुपरबग हर साल 1 करोड़ लोगों की जान ले सकता है। गौरतलब है कि 31 दिसंबर 2022 तक कोरोना से करीब 60 लाख मौतें हुई हैं।


    मेडिकल से जुड़े लोग इस कंडीशन को प्रोफेनल लैंग्वेज में एंटी-माइक्रोबियल रेजिस्टेंस कहते हैं। यानी वो स्थिति जब मेडिसिन पेशेंट की बॉडी में मौजूद बैक्टीरिया, वायरस और पैरासाइट के सामने बेअसर हो जाए।


    इंडियन काउंसिल ऑफ मेडिकल रिसर्च (ICMR) की रिसर्च के मुताबिक भारत में निमोनिया और सेप्टीसीमिया (खून में होने वाला संक्रमण) के इलाज के लिए इस्तेमाल होने वाली दवाएं कार्बेपनेम मेडिसिन अब बैक्टीरिया पर बेअसर हो चुकी हैं। इसके बाद इन मेडिसिन के प्रोडक्शन पर रोक लगा दी गई।


    स्कॉलर एकेडमिक जर्नल ऑफ फार्मेसी की रिपोर्ट के मुताबिक पिछले 15 सालों में एंटीबायोटिक्स का कंजम्पशन 65% तक बढ़ा है। सामान्य सर्दी-खांसी में भी लोग एंटी बायोटिक्स इस्तेमाल कर रहे हैं। अमेरिका को सुपर बग के चलते 5 अरब डॉलर का नुकसान हो रहा है, जो भारत के कुल स्वास्थ्य बजट का आधा है।


    अमेरिका की एमोरी यूनिवर्सिटी के वैज्ञानिक डॉक्टर डेविड वाइज के अनुसार एंटीबायोटिक्स का उपयोग इसी तरह बढ़ता रहा तो मेडिकल साइंस की सारी तरक्की शून्य हो जाएगी। हम उस दौर में पहुंच जाएंगे, जहां छोटी सी चोट भी जानलेवा साबित हुआ करती थी।


    PEW की रिसर्च के मुताबिक डॉक्टर द्वारा पेशेंट को लिखी जाने वाली हर 3 में से 1 एंटीबायोटिक फिजूल होती है। इस तरह की हर साल 40 करोड़ से ज्यादा प्रिस्क्रिप्शन लिखी जाती हैं। कोविड के दौरान पिछले दो सालों में एंटीबायोटिक्स का धड़ल्ले से उपयोग हुआ। कई एंटीबायोटिक्स के खिलाफ बैक्टीरिया ने बीते तीन सालों में रेजिस्टेंस पावर हासिल कर ली है।
