In particular, we find it somewhat disturbing that the CFTC does not seem to be joined with the DOJ and other agencies in rooting out particular types of manipulative practices that have been admitted to by traders and resulting in legal action and/or fines of some major bullion banks trading on the market.

That is they are not fairly traded markets.   Now we have address manipulation before; but what we haven't shown you is why it is allowed to happen.
