The government's major environment reforms have passed the lower house, and will now need to be negotiated with the Coalition or Greens before passing the upper house.

Minister for the Environment and Water Murray Watt says he wants parliament to approve the package of bills before Christmas.

But Greens spokesperson for the Environment and Water, Sarah Hanson-Young, says the reforms should be referred to a Senate Inquiry for further scrutiny.
