After the police and counter-terror programs refused to deal with a teenager with very clear violent intent on at least ten different occassions collectively, that failure to act would go on to result in tragedy. That was when that teenage boy decided to carry out a violent attack on a large scale : one in which he targeted a Taylor Swift themed group aimed at girls from 6 to 11 years old.
