Daphne Louise Stevens Ratcliffe Jones, 92 was born on December 23, 1928 and passed away Friday, May 28, 2021. She was preceded in death by her husbands, Harold Ratcliffe and Wilber Binford Jones, Jr.; and her stepson, Gary Dean Ratcliffe. A Henrico Police officer is facing charges of felony abduction, domestic assault and credit card theft in James City County, according to the James City County Police Department.
