Bill Bartholomew discusses the pop-up homeless shelters at Providence City Hall and The DaVinci Center, which were organized by Councilors Miguel Sanchez and Justin Roias. The centers drew the ire of Providence mayor Brett Smiley, however, given an apparent need for additional shelter space, particularly acute during the current extreme cold, the defiant nature of the shelters represent what Bartholomew calls a "punk rock, DIY approach... something that has historically informed officialdom about reimagining their own approach and practices".
