Below is a picture of the hamstrings from a lateral view. The hamstrings do not have a direct attachment at the proximal hip, so create a levering action if used at terminal hip extension.
Below is a picture of the attachments for the gluteus maximus. As you can see, has a much closer distal attachment to the hip joint, thus have better leverage at terminal hip extension.
Check out this video of gluteus maximus gait. You can see how an individual who lack glute contractile capabilties relies on hamstrings to extend, and has to lever the femur anteriorly (video courtesy of Chris Kirtley)
