Nāgārjuna (c. 150-250), founder of the Madhyamaka or Middle Way school of Buddhist philosophy and the most influential of all Buddhist thinkers aside from the Buddha himself, concludes his masterpiece, Fundamental Verses on the Middle Way, with these baffling verses:
For the abandonment of all views
He taught the true teaching
By means of compassion
I salute him, Gautama
But how could anyone possibly abandon all views? In Buddhism Between Religion and Philosophy: Nāgārjuna and the Ethics of Emptiness (Oxford UP, 2024), Rafal K. Stepien shows not only how Nāgārjuna's radical teaching of no-view or “abelief” makes sense within his Buddhist philosophy, but also how it stands at the summit of his religious mission to care for all living beings. Rather than treating any one aspect of Nāgārjuna's ideas in isolation, here his metaphysics, epistemology, and ethics emerge as a single coherent and convincing philosophical-religious system of thought and practice.

The Virgin Queen was a hard act to follow for a Scottish newcomer who faced a host of problems in his first years as king: not only the ghost of his predecessor and her legacy but also unrest in Ireland, serious questions about his legitimacy on the English throne, and even plots to remove him (most famously the Gunpowder Plot of 1605). Contrary to traditional assumptions, James's accession was by no means a smooth one.

After close to three decades of the hegemony of free market ideas, the state has made a big comeback as an economic actor since the 2008 financial crisis. China’s state-owned companies and international financial institutions have made headlines for their growing influence in the world economy. State-backed investment vehicles based in the Gulf states have made high-profile investments in global real estate markets and professional sports, while their state-owned firms have become world leaders in the logistics and natural resource sectors. Governments around the world – including in the heartlands of advanced capitalism – have promoted the interests of ‘national champion’ companies in strategic economic sectors, bailed out financial institutions by taking toxic assets off of their balance sheets, and implemented industrial policies with the aim of moving into the most profitable segments of global value chains.
What accounts for this renewed prominence of states in global capitalism? Does the increased activism of states mark the end of neoliberal hegemony? And how do contemporary state-led economic initiatives compare to the heyday of Keynesian and developmentalist policy agendas in the decades immediately following World War II?
The book that we are discussing today, The Spectre of State Capitalism (Oxford UP, 2024) by Ilias Alami and Adam Dixon, marks the culmination of a highly productive research project that the authors have led on the compulsions and constraints that shape the ‘new’ state capitalism. The book aims to challenge narratives that pathologize state capitalism as an authoritarian deviation from the ‘normal’ course of free market capitalism while also showing how new forms of state activism depart from earlier models of state-led development.
Ilias Alami is a University assistant professor in the political economy of development at Cambrdige University. His previous book is Money Power and Financial Capital in Emerging Markets (2019). Adam Dixon holds the Adam Smith Chair in Sustainable Capitalism at Heriot Watt University’s Ediburgh Business School. He is the author of several books, most recently Sovereign Wealth Funds: Between States and Markets (2022).

At the beginning of the twentieth century, for many English men and women of Welsh origin the idea of being in some part 'Welsh' reaffirmed their own understanding of what it meant to 'be British'. Wales in England, 1914-1945 (Oxford University Press, 2024) by Dr. Wendy Ugolini is the first cultural history of this English Welsh duality - an identification with two constituent nations at once - and explores how 'Welshness' was imagined, performed, and mobilised in England during and between the two world wars. In so doing, and making use of individual English Welsh case studies from the worlds of politics, art, literature, and soldiering, the book provides a wholly new perspective on the social, cultural, and military history of Britain at war. It shows English-Welsh duality to have been an important strand of pluralistic Britishness in wartime, and that this diasporic construction of Welshness held a wide urban appeal with significant implications for military enlistment, cultural production, and commemorative practices in England.
Working at the intersection of war studies, British studies, and diaspora studies, Wales in England makes a significant contribution to 'four nations' history and the history of British society at war.

'Wicked Problems' are those problems facing the planet and its inhabitants, present and future, which are hard (if not impossible) to resolve and for which bold, creative, and messy solutions are typically required. The adjective 'wicked' describes the mischievous and even evil quality of these problems, where proposed solutions often turn out to be worse than the symptoms.
Wicked Problems for Archaeologists: Heritage as Transformative Practice (Oxford University Press, 2024) by Dr. John Schofield is a wide-ranging and innovative book that encourages readers to think about archaeology in an entirely new way, as fresh, relevant, and future-oriented. It examines some of the novel ways that archaeology (alongside cultural heritage practice) can contribute to resolving some of the world's most wicked problems, or global challenges as they are sometimes known. With chapters covering climate change, environmental pollution, health and wellbeing, social injustice, and conflict, the book uses many and diverse examples to explain how, through studying the past and present through an archaeological lens, in ways that are creative, ambitious, and both inter- and transdisciplinary, significant 'small wins' can be achieved. Through these small wins, archaeologists can help to mitigate some of those most pressing of wicked problems, contributing therefore to a safer, healthier, and more stable world.

Jails are the principal people-processing machines of the criminal justice system. Mostly they hold persons awaiting trial who cannot afford or have been denied bail. Although jail sentences max out at a year, some spend years awaiting trial in jail-especially in counties where courts are jammed with cases. City and county jails, detention centers, police lockups, and other temporary holding facilities are regularly overcrowded, poorly funded, and the buildings are often in disrepair. American jails admit over ten million people every year, but very little is known about what happens to them while they're locked away.
Indefinite: Doing Time in Jail (Oxford UP, 2022) is an ethnographic study of a California county jail that reflects on what it means to do jail time and what it does to men. Michael L. Walker spent several extended spells in jail, having been arrested while trying to pay parking tickets in graduate school. This book is an intimate account of his experience and in it he shares the routines, rhythms, and subtle meanings that come with being incarcerated. Walker shows how punishment in jail is much more than the deprivation of liberties. It is, he argues, purposefully degrading. Jail creates a racial politics that organizes daily life, moves men from clock time to event time, normalizes trauma, and imbues residents with substantial measures of vulnerability. Deputies used self-centered management styles to address the problems associated with running a jail, some that magnified individual conflicts to potential group conflicts and others that created divisions between residents for the sake of control. And though not every deputy indulged, many gave themselves over to the pleasures of punishment.
Developing Asia has been the site of some of the last century's fastest growing economies as well as some of the world's most durable authoritarian regimes. Many accounts of rapid growth alongside monopolies on political power have focused on crony relationships between the state and business. But these relationships have not always been smooth, as anti-corruption campaigns, financial and banking crises, and dramatic bouts of liberalization and crackdown demonstrate. Why do partnerships between political and business elites fall apart over time? And why do some partnerships produce stable growth and others produce crisis or stagnation?
In Precarious Ties: Business and the State in Authoritarian Asia (Oxford UP, 2023) (Oxford, 2023), Meg Rithmire offers a novel account of the relationships between business and political elites in three authoritarian regimes in developing Asia: Indonesia under Suharto's New Order, Malaysia under the Barisan Nasional, and China under the Chinese Communist Party. All three regimes enjoyed periods of high growth and supposed alliances between autocrats and capitalists. Over time, however, the relationships between capitalists and political elites changed, and economic outcomes diverged. While state-business ties in Indonesia and China created dangerous dynamics like capital flight, fraud, and financial crisis, Malaysia's state-business ties contributed to economic stagnation.
To understand these developments, Rithmire, a professor at Harvard Business School, presents two conceptual models of state-business relations that explain their genesis and why variation occurs over time. She shows that mutual alignment occurs when an authoritarian regime organizes its institutions, or even its informal practices, to induce capitalists to invest in growth and development. Mutual endangerment, on the other hand, obtains when economic and political elites are entangled in corrupt dealings and invested in perpetuating each other's dominance. The loss of power on one side would bring about the demise of the other. Rithmire contends that the main factors explaining why one pattern dominates over the other are trust between business and political elites, determined during regime formation, and the dynamics of financial liberalization. Empirically rich and sweeping in scope, Precarious Ties offers lessons for all nations in which the state and the private sector are deeply entwined.

Music historian Grant Olwage examines Robeson's voice as it exists in two broad and intersecting domains: as sound object and sounding gesture, specifically how it was fashioned in the contexts of singing practices, in recital, concert, and recorded performance, and as subject of identification. Olwage asks: how does the voice encapsulate modes of subjectivity, of being?
Combining deep archival research with musicological theory, this book is a study of voice as central to Robeson's sense of self and his politics. Paul Robeson's Voices charts the dialectal process of Robeson's vocal and self-discovery, documenting some of the ways Robeson's practice revised the traditions of concert singing in the first half of the twentieth century and how his voice manifested as resistance.”

Strange weather patterns? Optical illusions? Or perhaps it was all a case of mass hysteria? Some, however, concluded they could only be one thing: spacecrafts built and piloted by extraterrestrials. The age of the unidentified flying object, the UFO, had arrived.

In this episode of International Horizons, RBI director John Torpey spoke with Olivier Roy, professor of social and political sciences at the European University Institute in Florence, Italy, and author of The Crisis of Culture: Identity Politics and the Empire of Norms (Oxford University Press, 2024). Roy argues that neoliberal globalization is dissolving not just subordinate cultures but also dominant ones by undermining the tacit understanding that undergird cultures and demanding that those norms be made explicit.
Moreover, Roy discusses how identity politics has come to supplant the norms once implicit in a broader culture, undermining the possibility that people know how to live in society at all. These development reflect the decline of utopian dreams – for better or worse – and the difficulties involved in maintaining social bonds.
