After an eight year inquiry, the Independent Panel in the death of Daniel Morgan has finally reported - and their conclusion is damning. Panel Chair Baroness Nuala O'Loan concludes that the Metropolitan Police - Britain's most powerful police force - is "institutionally corrupt".
