It’s pivoting  from battlefield to city street is intentional.
The logic is straight out of Minority Report, but worse because the “precogs” are now profit-driven neural nets, trained by unelected analysts, running black-box logic you can’t interrogate.
Presumption of innocence is replaced with prediction of risk.
