日本企業の意思決定には、独特のプロセスを経ることがある。

たとえば、ある企業で会議が開かれるとしよう。

資料が配布され、担当者から説明があり、出席者は黙ってそれを聞く。

一通り説明が終わったところで、「何かご意見はありませんか」などと促すのだが、それに対する反応はない。ただ、沈黙が続く。

やがて進行役が、「では、これでよろしいですか」と議決を促すと、誰かが「異議なし」と声を上げ、それで会議は終了となる。

何の意見交換もなされていないのになぜ決まってしまうのだと、外国人には奇異に見えるかもしれない。

しかし、これは日本ではごく普通にみられる光景だ。

このような会議の出席者は、すでに結論は出ていることを知っている。

担当者が、意見を求めるべき上司に許可を取り、必要であれば他のメンバーにも状況をあらかじめ伝えておくので、当の会議では意見も質問も出るわけがない。

つまり、物事のカギを握る人物には、あらかじめ内容を伝え、了承を得ておき、会議での不要な対立を避けるというシステムなのである。

これが、いわゆる「根回し」だ。

したがって、「根回し」が行われた会議は、民主的に話し合いをしたという「事実」を残すための形式的なものにすぎない。

「根回し」は、あからさまな対立を嫌う日本人らしい平和的な議決方法のように見えるが、その一方で、反対勢力に対抗するための戦略的手段として用いられることもあるので、なかなかにあなどれぬものなのだ。

にほんきぎょうのいしけっていには、どくとくのプロセスをたてることがある。

たとえば、あるきぎょうでかいぎがひらかれるとしよう。

しりょうがはいふされ、たんとうしゃからせつめいがあり、しゅっせきしゃはだまってそれをきく。

ひととおりせつめいがおわったところで、「なにかごいけんはありませんか」などとうながすのだが、それにたいするはんのうはない。

ただ、ちんもくがつづく。

やがてしんこうやくが、「では、これでよろしいですか」とぎけつをうながすと、だれかが「いぎなし」とこえをあげ、それでかいぎはしゅうりょうとなる。

なんのいけんこうかんもなされていないのになぜきまってしまうのだと、がいこくじんにはきいにみえるかもしれない。

しかし、これはにほんではごくふつうにみられるこうけいだ。

このようなかいぎのしゅっせきしゃは、すでにけつろんはでていることをしっている。

たんとうしゃが、いけんをもとめるべきじょうしにきょかをとり、ひつようであればほかのメンバーにもじょうきょうをあらかじめつたえておくので、とうのかいぎではいけんもしつもんもでるわけがない。

つまり、ものごとのカギをにぎるじんぶつには、あらかじめないようをつたえ、りょうしょうをえておき、かいぎでのふようなたいりつをさけるというシステムなのである。

これが、いわゆる「ねまわし」だ。

したがって、「ねまわし」がおこなわれたかいぎは、みんしゅてきいにはなしあいをしたという「じじつ」をのこすためのけいしきてきなものにすぎない。

「ねまわし」は、あからさまなたいりつをきらうにほんじんらしいへいわてきなぎけつほうほうのようにみえるが、そのいっぽうで、はんたいせいりょくにたいこうするためのせんりゃくてきしゅだんとしてもちいられることもあるので、なかなかにあなどれぬものなのだ。

A unique process can be followed when a decision is made at a Japanese company.

For example, let's say a meeting is being held at a certain company.

Materials are distributed, the person responsible gives an explanation, and the attendees listen in silence.

Once the speaker has finished, he or she ends by asking if anyone has any questions, however no one responds to this.

The attendees remain silent.

The meeting chair will then encourage moving on to the vote by saying “So, is this okay?”, someone will say “no objections”, and the meeting will end.

The making of a decision despite no exchange of opinions taking place likely seems quite strange to a foreigner.

However, this is incredibly common in Japan.

The people attending such a meeting know that the conclusion has already been reached.

The person responsible obtains permission from the superior, whose opinion should be requested, and conveys this to the other members prior to the meeting if necessary, and so there is no reason for any opinions or questions to be voiced at the meeting.

In other words, a system is in place where the person who is in charge of the matter has already been explained the content, and has given their approval, and so unnecessary conflict can be avoided at the meeting.

This is called “laying the groundwork”.

Therefore, meetings for which groundwork has been laid are merely formalities for establishing the “fact” that democratic discussions were held.

“Laying the groundwork” may look like a Japanese-style way of making decisions peacefully without confrontation. However, as it can also be used as a strategic means to antagonize opponents, it is a force to be reckoned with.
