これまで、新卒で採用されたあとは、「終身雇用」が保障されてきた。

就業期間が長ければ、より効率的に職責を全うすることができる能力が身に付き、企業に貢献することができる、と考えられてきたからである。

さらに、この雇用慣行の下では、業績に関わらず、「長い年月勤めてきた」ことそのものが「貢献した」と言い換えられるようにもなった。

つまり、実際に企業に貢献しようがしまいが、「長く勤めていれば」少しずつ昇進し、それに伴って給与も上昇するという形態がどの企業でも当たり前となったのである。このように、ある一定の期間を経れば、程度の差こそあれ、誰にでも昇進と昇給が行われるシステムが「年功序列」である。

「年功序列」は、転職を抑制する作用ももたらした。

給与は勤続年数に比例して増えていくから、長く勤めたほうが給与は高くなる。

転職してしまえば、また一から出直しとなり、同じ年頃の友人らと比較すると、収入に大きな差が生じてしまう。

最低でも「人並み」であることを強く意識する日本人にとっては、それは大きなストレスとなることが多かった。

ゆえに、人々は「年功序列」を選び、同じ企業で働き続けることを選んできたのである。

しかし、バブルが崩壊して経済環境は一変した。

これまでのように継続した発展を遂げることが困難になってきた企業は、この制度を廃止しはじめた。

「失われた20年」の間に、こうした仕組みは崩壊したとも言われる。

現在、多くの企業では、「年功序列」よりも「能力主義」が主流になりつつある。

これまで、しんそつでさいようされたあとは、「しゅうしんこよう」がほしょうされてきた。

しゅうぎょうきかんがながければ、よりこうりつてきにしょくせきをまっとうすることができるのうりょくがみにつき、きぎょうにこうけんすることができる、とかんがえられてきたからである。

さらに、このこようかんこうのもとでは、ぎょうせきにかかわらず、「ながいとしつきつとめてきた」ことそのものが「こうけんした」といいかえられるようにもなった。

つまり、じっさいにきぎょうにこうけんしようがしまいが、「ながくつとめていれば」すこしずつしょうしんし、それにともなってきゅうよもじょうしょうするというけいたいがどのきぎょうでもあたりまえとなったのである。このように、あるいっていのきかんをへれば、ていどのさこそあれ、だれにでもしょうしんとしょうきゅうがおこなわれるシステムが「ねんこうじょれつ」である。

「ねんこうじょれつ」は、てんしょくをよくせいするさようももたらした。

きゅうよはきんぞくねんすうにひれいしてふえていくから、ながくつとめたほうがきゅうよはたかくなる。

てんしょくしてしまえば、またいちからでなおしとなり、おなじねんごろのゆうじんらとひかくすると、しゅうにゅうにおおきなさがしょうじてしまう。

さいていでも「ひとなみみ」であることをつよくいしきするにほんじんにとっては、それはおおきなストレスとなることがおおかった。

ゆえに、ひとびとは「ねんこうじょれつ」をえらび、おなじきぎょうではたらきつづけることをえらんできたのである。

しかし、バブルがほうかいしてけいざいかんきょうはいっぺんした。

これまでのようにけいぞくしたはってんをとげることがこんなんになってきたきぎょうは、このせいどをはいししはじめた。

「うしなわれた20ねん」のまに、こうしたしくみはほうかいしたともいわれる。

げんざい、おおくのきぎょうでは、「ねんこうじょれつ」よりも「のうりょくしゅぎ」がしゅりゅうになりつつある。

Until now, people who had been hired as new graduates had been almost guaranteed lifelong employment.

This is because it was thought that the longer you worked, the more skills you could learn in order to carry out your work duties effectively and the more you could contribute to your company.

Furthermore, behind this employment custom was the idea that regardless of work achievements, by saying "I had worked for a company for many years," could be interpreted as saying "I made my contribution."

In other words, whether you actually contributed to the company or not, it became the norm at companies that the longer you worked, the further up the company you could move and the more your salary would increase to match this.

In this way, if you passed a certain period, the system of seniority by length of service allowed anyone to get promoted and increase their salary more or less similarly.

This system of seniority by length of service was also a way of limiting job-changes.

Salary levels went up depending on how long you had worked at the company, so the longer you worked, the more money you got.

If you changed jobs, it would mean going back to square one, and compared to friends of the same age as you, there would be a big difference between your respective salaries.

For Japanese people, who are strongly aware of being at the very least "ordinary," for many people this was a cause of stress.

Therefore, people chose the seniority system—to continue working for the same company for a long period.

However, when the bubble burst, the economic environment suddenly changed. 

For the companies who had achieved continuous development up until then, this became a problem and the system started to be abolished.

In "the lost 20 years," it is said that this structure collapsed.

Now, for many companies, it has become the mainstream tendency to hire people according to ability rather than how long they have worked at the company.
