Seattle's active civic engagement has a downside -- a segregated city that self-perpetuates inequality and exacerbates the crisis of affordable housing. In her most recent research, Professor Jessica Trounstine details how everyday concerned citizens, along with restrictive land use policies act as systemic racial barriers. You can read more in her paper, "The Geography of Inequality: How Land Use Regulation Produces Segregation and Polarization." Trounstine's book, "Segregation by Design" is scheduled to be published this October.
