Volunteer fire departments face a unique set of challenges. One particular challenge facing the Volunteer service is officer development. Dave Lenart has served through all ranks as a volunteer in Derby, Ct and is passionate about developing good officers within volunteer organizations.

On this episode the JobTlks Team sits down with Dave Lenart. Dave has been involved in the fire service for over 25 years, with over 18 years as a volunteer officer holding the ranks of, Lieutenant, Captain, Assistant Chief, and Chief of Department for the Derby, CT. Volunteer Fire Department, as well as holding the role of Lieutenant with the Bridgeport, CT. Fire Department.

Dave dives into the history of the volunteer fire service in New England, the many changes experienced over the years, and discusses the current and future challenges faced by volunteer organizations in the 21st century such as staffing, training, funding and revenue, as well as Officer Development.

Realizing a critical need for volunteer fire officer development, and in particular incident command operations Dave developed his own Incident Command Board class where he offers training and insights on how to effectively manage complex fireground operations with limited staffing in a volunteer setting. Dave’s class has been featured at the New England Fire & EMS Expo, as well as his growing social media presence as Volley_Chief. Paul has been in the fire service for 15 years. He has extensive training with electric vehicles, lithium ion battery fires, and an excellent understanding of Tesla vehicles. Paul is currently working with UL and NFPA as the subject matter expert on multiple advisory boards for EV fires, Li fires, and stored energy fires.

Not every department has the capability to staff and operate a tech rescue company on a daily basis. How does the fire service provide the skills and abilities of a rescue technician when that is the case. In Massachusetts, district tech rescue teams exist to fill this gap. Join us in todays episode with Firefighter Justin Silva as he talks about the rescue mindset from the perspective of a district team member. Justin is a Firefighter on the Abington, Ma Fire department. He is also a member and team manager on the Plymouth County Tech Rescue Team. He is trained in a multitude of disciplines including, but not limited to, rope rescue, trench rescue, large animal rescue, and rescue diving. Justin walks us through how he got into the fire service and his journey to become a rescue technician. View the tech rescue world from the lens of a district team when Justin describes working on one. He talks through the organization, call-out, skills and more of the Plymouth county team. He also talks about having and developing specialized training to meet specific needs of his district. For example, The Plymouth County team developed plans for large animal rescue after having several calls to rescue horses.

Lt Paul Morrison is a 3rd generation Firefighter with 24 years on the job. His family has served Boston and the metro Boston area continuously since 1945. His 24 years in the fire service was preceded by working in EMS as an EMT and then a paramedic for a total of 5 years. He was initially hired by Hingham FD in 1998 and then eventually hired by Cambridge in 2004 and assigned to the new Squad company. He was transferred to Rescue 1 in 2010 where he stayed until he was promoted in 2020. He made his way back to The Rescue as the Lt of group 2 in 2022. Listen in as Lt. Morrison goes through his career which includes many interesting opportunities and "firsts" within his departments. Paul is also an instructor for the Mass Fire Academy in technical rescue and recruit, he is a tech rescue instructor for UASI (urban area security initiative), as well as an instructor for the Barnstable county fire and rescue training academy where he developed doctrine for their forcible entry program. Paul shares with us how he got on this path of training and instructing through his career.

We also talk through the roles and responsibilities od being assigned to a heavy rescue. The day to day work, and the mindset that goes with operating that company.

Does your community have a body of water in it? Do you have any marine assets? Marine response in the fire service varies greatly. From a small hand-carried inflatable boat to FDNY’s “Three Forty Three: a 140 foot fast response boat.

The roles the Fire Service plays in marine response are equally as varied. They include fire suppression, water supply, search and rescue, dive operations, HAZMAT, multi-agency response, and more.

This week we talked with #SavannahFire Department Captain, Steve “Soko” Sokolowski about the Fire services role in marine ops. Captain Soko is a veteran of the U.A. Army. He has been in the fire service for 11 years. Several of them were spent on the heavy rescue. He now serves as Captain on SFD’s engine 3 in the historic section of Savannah, Ga. In 2015, Soko was one of 6 volunteers who stepped up to start the marine program for the department. Only 7 years later, SFD’s program is robust and active. They currently run a fleet consisting of a 50 Ft @Metalcraft dual jet Fire boat that can pump 8k gals per min, a 29ft aluminum hull twin outboard utility boat, 2x 17ft single outboard Carolina skiffs and 3 inflatable 10ft single tiller outboards. In addition to running the marine program, Captain Soko is an active instructor with @NASBLA teaching multiple courses for them throughout the country.

In todays episode we talk with Capt. Soko about his experience helping to build that marine program. We talk about all the ways the Fire service is or can be involved in marine operations. We also talk about some principles of marine operations that are applicable to departments of any size when responding to a marine emergency.
