Who can argue against controlling costs? The problem is that the government doesn't negotiate prices -- it dictates them. The government "negotiates" like Don Corleone -- it makes pharmaceutical companies an offer they can't refuse: a drug fixed at a price below market-value or banishment from the Part D program. Currently, Part D drug plans and drug manufacturers both have a financial incentive to maximize beneficiaries' access to high-quality drugs. Once prices are fixed, that incentive disappears. Price controls can temporarily reduce drug prices. But only by restricting access, reducing standards, and smothering innovation.
