Families are meant to be together, especially during life’s big moments like moving to a new country. That is why Canada is working to help families reunite more quickly and easily, and support themselves once in Canada.
 
Today, the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, joined by the Honourable Hedy Fry, Member of Parliament for Vancouver Centre, announced new measures to strengthen family reunification, including
 
faster temporary resident visa (TRV) processing times for spousal applicants
new and dedicated processing tools for spousal TRV applicants
a new open work permit for spousal and family class applicants
open work permit extensions for open work permit holders expiring between August 1 and the end of 2023
Minister Fraser announced faster temporary resident visa (TRV) processing and more considerate application measures so that families can be together sooner while they wait for their permanent residence to be finalized. Going forward, most of these applications will be processed within 30 days, and applicants will benefit from processing measures specific to their circumstances as spouses and dependants. Many applications have already been processed using these new tools. Within this cohort of applicants, we have seen an approval rate of 93%.
 
Once in Canada, newcomers often seek jobs to support themselves and their families. That is why Canada has also made open work permits available for spousal applicants and their dependent children who reside with their sponsor in Canada and have temporary resident status. Spouses, partners and dependants are now able to apply for and receive an open work permit as soon as they submit a complete permanent residence application under the spouse or common-law partner in Canada class (SPCLC) or other family class programs.

Minister Fraser announced that spousal applicants, along with other open work permit holders, whose open work permits expire between August 1 and the end of 2023, will be able to extend their work permits for an additional 18 months. A similar option was recently offered to many with expiring post-graduation work permits. 
 
Immigration will continue to play a vital role in addressing Canada’s labour shortages, and together, these initiatives deliver on the Minister’s mandate letter commitment to strengthen family reunification by facilitating temporary resident status to spouses, partners and dependent children waiting for permanent residence.

Strong humanitarian partnerships to navigate complex geopolitical realities are crucial in bringing Afghans to safety in Canada. The Government of Canada continues to work with like-minded countries, partners in the region and non-governmental organizations to facilitate the safe movement of Afghans destined for Canada. 
 
As part of a growing partnership with the United Arab Emirates (UAE), the Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced today that the Government of Canada has reached an agreement with the UAE, which will increase safe passage options for Afghans destined for Canada. As part of this partnership, Canada will resettle up to 1,000 Afghan nationals who were evacuated from Afghanistan following the fall of Kabul and are currently in the UAE. 
 
With today’s charter flight into Toronto, over 650 Afghan nationals have already arrived in Canada under this cooperation. Today’s arrivals are destined to over 15 communities across Canada, including Kingston, St. Catharines, Toronto and Vancouver.

In Toronto on May 23, Monte McNaughton, the Ontario Minister of Labour, Immigration, Training, and Skills Development, made an announcement stating that Professional Engineers Ontario (PEO) has become the first professional association in the province to eliminate the requirement of Canadian work experience from their application criteria. 
 
According to McNaughton, the removal of the Canadian work experience requirement will facilitate the entry of qualified professionals into their respective fields. He highlighted the common occurrence of skilled newcomers, such as engineers, doctors, or accountants, being employed in low-wage jobs unrelated to their professions. The recent work experience requirements set by PEO dictate that license applicants must demonstrate 48 months of verifiable and acceptable engineering experience after graduation, with at least 12 months of that experience obtained within a Canadian jurisdiction under a licensed professional engineer. 
 
McNaughton emphasized that there are approximately 300,000 vacant positions throughout the province, including a significant number in the field of engineering, which leads to billions of dollars in lost productivity. 
 
This change aligns with the Working for Workers Act, 2021, which mandates that regulated professions, including engineering, assess competency in a fair and unbiased manner. The objective is to ensure that newcomers can pursue their careers in Ontario without facing discriminatory barriers.

This news release is to highlight language as a primary selection option. Canada has two official languages, English and French. Both languages offer points based on the levels. The selection under the express entry is likely to provide selection for French speaking professionals notwithstanding the type of job you are in. Therefore, if you know French and did not do your French tests, then it may be in your interest to complete your French tests and update the scores on your CIC portal. If you are represented, please ask your representative to update the scores on the portal right away.  

If you do not know French and English is your primary language, then, fear not, other changes to the rounds of invitations in the express entry selection may highlight a category-based selection based on the type of profession you have experience in.
