Canada Immigration IRCC -2025–2027 Immigration Levels Plan, released by on October 24,2025
2025–2027 Immigration Levels Plan
Each year, the Minister of Immigration, Refugees and Citizenship tables the Immigration Levels Plan, a forward-looking snapshot of immigration targets for the next three years.
The plan provides permanent resident admissions targets for 2025, with notional commitments for 2026 and 2027. For the first time, we're extending our levels plan to also include targets for temporary residents, taking into account the full scope of all newcomers and helping reduce temporary resident volumes to 5% of Canada's population by the end of 2026.
Development of the levels plan
When developing the Levels Plan, Immigration, Refugees and Citizenship Canada (IRCC) considers
priorities and objectives for immigration, including those set out in the Immigration Refugee and Protection Act
economic and regional needs
international obligations and commitments
processing capacity
the capacity to settle, integrate and retain newcomers
Throughout the year, IRCC engages with a broad range of stakeholders and partners, including provinces and territories, to help inform our plan. IRCC also conducts public opinion research through surveys and focus groups with newcomers, Canadians living in rural areas, Francophones living in communities outside of Quebec, as well as Indigenous Peoples.
Findings from these consultations and public engagement initiatives informed the Immigration Levels Plan and are published in the Levels Consultation Report.
Permanent resident targets
Permanent resident programs include economic streams, family reunification, refugees and protected persons, and humanitarian and compassionate admissions.
This year's levels plan reduces permanent resident targets starting in 2025 and forecasts decreases for the following two years, resulting in a pause in population growth in the short term to achieve well-managed, sustainable growth and economic prosperity for the long term.
The plan
represents an overall decrease of 105,000 admissions in 2025, as compared to projected 2025 levels
prioritizes in-Canada applicants and pathways for those already here
More than 40% of anticipated permanent resident admissions in 2025 will be from those who are already in Canada as temporary residents.
Research has demonstrated that newcomers with in-Canada experience have positive long-term success. These skilled, educated newcomers can continue to support the workforce and economy, without placing additional demands on our social services.
Adjustments will be made to our economic immigration streams to prioritize transitions of workers already here to permanent residents and to be responsive to labour market needs—our in-Canada focus. We will put emphasis on our federal economic priorities in programs, including the Canadian experience class and regional immigration programs, to attract workers we need, such as in health care and trades occupations.
focuses on economic immigration, with approximately 62% of total permanent resident admissions that will be dedicated to the economic class, in key sectors such as health and trades, by 2027
continues to reunite families and loved ones, including spouses, children, parents and grandparents. In 2025, nearly 24% of overall permanent resident admissions will be allocated to the family class
upholds Canada's long-standing commitment to resettle the world's most vulnerable, including human rights defenders, LGBTQI+ refugees, religious and ethnic minorities, and women and children in precarious situations

NWT Nominee Program applications open November 10 with revised eligibility criteria, released by North West Territories on November 05, 2025
Good day ladies and gentlemen, this is IRC news, I am Joy Stephen, a certified Canadian Immigration practitioner, and I bring to you this Territorial News Bulletin from the Territory of North West Ter. This recording originates from the Polinsys studios in Cambridge, Ontario.
NWT Nominee Program applications open November 10 with revised eligibility criteria
The third 2025 intake of the Northwest Territories Nominee Program opens on November 10 at 9 a.m. These additional spots come following extensive advocacy work by the Government of the Northwest Territories (GNWT), leading to the Government of Canada's decision earlier this month to restore the territory's yearly full allocation of 300 nominations.
To fill the remaining nomination spots in a timely manner, the program guidelines have been updated through to the end of 2025, changing eligibility criteria for applicants and employers. These revised guidelines include three key changes:
1. Removing the limit on employer applications:
Employers will no longer be limited on the number of applications they can submit based on business size.
2. Removing work permit expiry date requirements:
Under the revised guidelines, applicants with a valid work permit who meet all other eligibility criteria may now apply, regardless of their work permit expiry date.
3. Reinstating the previous work experience requirement:
The Skilled Worker and NWT Express Entry streams will return to the work experience criteria used in 2024 and earlier. Applicants must have at least one year of full-time work experience within the last 10 years in the same or a similar occupation as the one for which they are being nominated. This experience may come from different employers.
These changes will remain in place for the remainder of 2025.
Application intake closes November 24, 2025, 5 p.m. The Northwest Territories Nominee Program will aim to process up to 103 eligible applications in order to meet its revised 300 nominations for 2025. Applications received in excess of 103 or applications that cannot be finalized by December 23, 2025, will be withdrawn. Withdrawn applicants will be invited to reapply in 2026

New Brunswick - Recruitment of health-care professionals on track for successful year: minister, released by New Brunswick on November 03, 2025
Good day ladies and gentlemen, this is IRC news, I am Joy Stephen, a certified Canadian Immigration practitioner, and I bring to you this Provincial News Bulletin from the province of New Brunswick. This recording originates from the Polinsys studios in Cambridge, Ontario.
Recruitment of health-care professionals on track for successful year: minister
03 November 2025
FREDERICTON (GNB) – More than 80 permanent physicians and more than 400 nurses have been hired by New Brunswick's regional health authorities since October 2024.
"Every New Brunswicker deserves to have access to the care they need, close to home," said Premier Susan Holt. "That's what drives province every day. Province bringing more doctors, nurses and specialists to our communities so New Brunswickers can count on a stronger, more reliable health-care system. There's still more work ahead, but these new hires mean more people getting the care they deserve, closer to home."
Recruitment and retention trends have improved across Horizon Health Network and Vitalité Health Network since last October. Hiring by the health authorities has resulted in net increases of physicians (84), registered nurses (214) and licensed practical nurses (201).
Health Minister John Dornan said
"Our health-care workers are the backbone of the health-care system, and we are tackling shortages, supporting recruitment and retention efforts, and creating workplaces where people feel respected, valued and safe," "I am pleased that the regional health authorities are making strides in recruiting physicians, nurses and allied health professionals. We will continue to work together to ensure we have a strong and sustainable health-care system that cares for New Brunswickers, now and in the future."
Workforce was one of six priority areas outlined in the provincial health plan, Caring for New Brunswick: Putting People at the Heart of Healthcare. Dornan said the government will continue to work with partners and stakeholders to ensure a sustainable workforce is in place to address needs in the health and long-term care systems, while also supporting employees, leading to higher retention rates.
A first-of-its-kind summit will be held in the province next month, focused on retaining, recruiting and strengthening the health and long-term care workforce. The summit will bring together leaders and stakeholders from across the health system.
The government is also working on increasing training options for New Brunswickers interested in a career in health care, including as a physician, nurse or allied health professional.
