A federal judge has blocked the Trump administration’s plan to lay off thousands of federal employees during the ongoing government shutdown. The ruling, issued by Judge Susan Y. Illston of the U.S. District Court for the Northern District of California, calls the layoffs illegal and beyond executive authority.
