Two new traffic laws that have an impact on traffic in school zones have entered the enforcement phase. Last year Nevada enacted two laws: drivers are not allowed to make a U-Turn in active school zones, and drivers are not allowed to pass other vehicles in active school zones. In the year since, police have been educating drivers about them instead of issuing citations, but now, officers are issuing misdemeanor citations to drivers who violate the laws. School zones are "active" at different times during each weekday, as start and dismissal times differ.

The Nevada State Assembly has a new 30-thousand dollar kitchen in their lawmaker lounge. The remodeled kitchen includes a new Wolf range and hood - topping 10-thousand dollars. The new stove made it necessary to install a gas line... that cost nine-thousand dollars. Add a new tile floor at 51-hundred dollars... and new countertops at 41-hundred dollars. The Appeal reports that most of the work was done by the staff of the legislative council bureau... who spent a total of 370 hours. The kitchen is used during legislative sessions -- four months every two years.

Reno Police are investigating a shooting this morning on West Commercial Row that has left one person in the hospital in critical condition. Police received multiple reports of numerous gunshots outside the One Up Bar at about 5:30 this morning. Officers arrived at the location and found one person with multiple gunshot wounds in a nearby alley. The victim was taken to a local hospital where the vicitm is listed in stable but critical condition. Police say it is not known how many people may have been involved and there are no suspect descriptions.

The court upheld the constitutionality of the basic idea, that the state can send funds to parents for educational choice, even if the money is spent at a religious school, but ruled against taking the funds from the Distributive School Account, suggesting the legislature could create a funding mechanism separate from that, to fund the vouchers. That means the program remains in limbo, and is headed back to lower courts. For supporters, the positive part of the ruling is the Court agreed with the "common sense" argument that ESAs were enacted for an educational purpose, not a religious one.

Solar advocates are praising Governor Brian Sandoval's New Energy Industry Task Force, They want to allow people to sell excess solar electricity back to the grid at reasonable rates, in exchange for a small baseline fee on their bills. This is a big win for solar in light of the Public Utilities Commission's disastrous decision last December that halted net metering and effectively shut down the small-scale solar industry in Nevada, causing thousands of layoffs.
