This is not 物 or 者. This is a Hiragana Mono and is used to describe an action or a state of something. This must be followed a predicate and modifying a verb or an adjective.

While mostly written in hiragana, this advanced grammar point is about explaining how and what something is predicated upon or under. This is a more advanced grammar point but there should be no worries in intermediate speakers picking this up if they understand grammar points like No Tame Ni etc.
