と言えば is actually と+言う+B4+ば combined it is used to refer to something previously said.

In this episode we combine the particle compound of with the grammar point we learned at the end of last week. と言う + のは.

The nice thing about this is that as long as you understand these two points they follow extremely logically.
のは expresses an opinion or an explanation of a state or condition.
While と言う gives reference to something or calls something something else.
