일회용 컵 보증금 재도입과 비닐봉투 사용 및 과대포장 규제 강화
근래 환경부가 추진한 쓰레기 줄이기 종합대책에서 발췌한 몇 가지 조항입니다.
생활 폐기물을 줄이려는 노력은 정말 바람직하지만, 이런 대책이 세워지게 된 데에는 마냥 웃을 수만은 없는 우왕좌왕 뒷이야기가 있습니다.
먼저 사건의 발달은 4월 1일부터 비닐과 스티로폼 수거를 중지하겠다는 재활용 업체들의 통보로 시작되었습니다.
한국 주거지에는 분리수거 쓰레기를 배출하는 곳이 있고, 배출된 폐기물을 재활용 수거 업체들이 구매하여 가져간 뒤 다시 재판매하는 구조로 배출물 순환이 이루어져 왔습니다.
그런데 이 과정에 변화를 야기할 일이 생겼습니다.
바로 중국이 국민의 건강과 환경을 위해 작년 7월에 예고한 대로 올해 1월부터 일부 고체 쓰레기 수입을 중단한 것이었습니다.
그 결과 해당 품목의 수출은 막힌 반면 외국에서 상대적으로 질이 좋은 재활용 폐기물이 유입되면서 국내 폐기물의 가치가 하락했습니다.
그로 인해 분리수거 업체들의 수익구조에 차질이 생겼고,
제대로 분리배출이 되어 있지 않거나 이물질이 묻어 있어 재활용이 불가능한 경우가 잦은 비닐과 스티로폼을 더이상 수거하지 않겠다고 한 것입니다.
이에 일부 아파트에서는 해당 품목을 종량제 봉투에 담아 버려야 한다는 안내를 하였습니다.
그러나 재활용이 가능한 자원을 종량제 봉투에 버리는 것은 위법행위이기 때문에 주민들은 큰 혼란에 빠졌습니다.
긴 기다림 끝에 환경부는 자원 순환 단체 총연맹과 이룬 폐비닐 수거 재개 합의 내용을 4월 6일에 발표하였고,
수거되지 않고 있는 폐기물의 경우 지자체에서 수거하라는 지시를 내리며 급한 불을 껐습니다.
이번 재활용 쓰레기 대란을 계기로 한국 정부는 생활 폐기물을 줄일 수 있는 종합대책이 시급함을 인식하게 되었습니다.

these are a few bullet points taken from the waste minimization counteraction that was recently initiated by the Ministry of Environment.
It is great to hear about the efforts to reduce the municipal waste, but there was a chaotic and unpleasant incident that eventually created these plans.
The whole thing started out with a notice given by recycling companies announcing that they would stop collecting plastic bags and styrofoam from April 1.
In South Korea, residential complexes have places where people can dispose recycling waste, and they have been managed by recycling companies that collect the waste and resells it.
However, there was an event that caused a big change to the process.
As it was declared last July, China banned imports of some solid waste starting from this January.
As a result, it was no longer possible for the waste to be exported. However, foreign recycling waste of better quality began to be imported, thus lowering the value of domestic recyclables.
That caused a setback to the revenue structure of recycling companies,
and it prompted them to stop collecting plastic bags and styrofoam disposed of in residential areas that are often inadequate to be reused due to contamination or improper disposal.
In turn, numerous numbers of apartment complexes posted official announcements directing residents to dispose of such recyclables as non-recyclable trash.
However, such direction threw residents into great confusion, because it is illegal to throw away recyclables as general waste.
Finally, after a long wait, the Ministry of Environment announced on April 6 an agreement established with Korea Resource Recycling Confederation Groups to resume the waste collection
and ordered local councils to collect wastes left behind, thus managing to find a temporary fix to the incident.
Through this recycling waste chaos, the Korean government sensed the urgent need to set comprehensive planning to reduce municipal waste.
