NOTORIOUS double child murderer, Colin Pitchfork, was sentenced to 30 years in 1988 for raping and killing two 15-year-old girls in Leicestershire.
After he was denied parole in 2018, the Parole Board ruled that he can be released, it was revealed on Monday, June 7, 2021.
Pitchfork, now 61, was the first person in the world to be arrested and convicted using DNA evidence. He was jailed for life in 1988 for raping and murdering Lynda Mann and Dawn Ashworth, both 15, in Leicestershire.
After applying for parole in 2017, their killer was pictured preparing for life on the outside and was even spotted shopping in Bristol on day release. Kath Eastwood, the mother of one of his victims, Lynda Mann, said he should never be freed as he would always be a danger to the public.
Kath added: “He shouldn’t even be breathing and should, at least, be locked up forever.’’ Lynda’s father, Jonathan, is stricken with Parkinson’s disease and “luckily too ill” to grasp the situation.
A hearing took place in March 2021 to consider whether he was suitable for release and on June 7, 2021, the decision that the Parole Board ruled Pitchfork was suitable for release, was published.
The killer will have 35 conditions attached to his release including electronic tagging, lie detector tests and he must provide details of any vehicle he owns.
He must also not visit the area where his crimes were committed.
A document detailing the Parole Board decision said: "After considering the circumstances of his offending, the progress made while in custody and the evidence presented at the hearing, the panel was satisfied that Mr Pitchfork was suitable for release."
The decision is provisional for 21 days.
Christie Frewin was stabbed to death in her home by Alex Staines, on January 26, having called 999 the evening before.
An abusive and controlling man who stabbed his former partner to death in her home while her three children were in the house has been jailed for 22 Years and 58 days?
Their relationship ended in 2018, but Judge Michael Kay QC told Staines:
"You believed she had no right to lead her own life."
Staines admitted murder and must serve a minimum of 22 years and 58 days.
St Albans Crown Court was told they had begun a relationship in 2013 and the pair had three children together.
Judge Kay told Staines: "Christie was very young when you met and over the years you exercised coercive abuse and control over her."
The judge said Ms Frewin ended their relationship in 2018, but he noted Staines had told her on one occasion he would kill her and the children.
Judge Kay said Staines had been jealous of any new man in her life.

Camberwell Charlotte Huggins stabbed to death by her controlling boyfriend because he was jealous of her relationship with her neighbour.
Domestic Homicide
Michael Rolle, 34, knifed Charlotte Huggins, 33, in the back.
She was pronounced dead at 4:50am on January 1, in the flat where she grew up and is believed to have been the first person killed in the capital in 2019.
In the early hours of New Year’s Day in south London, Michael Rolle stabbed to death Charlotte Huggins.
“He forced a large kitchen knife into her back, the blade passing through her lung and damaging a major blood vessel.”
Rolle, from East Dulwich, had become jealous of her long-term friend and neighbour Jason Nelson, even though Rolle himself had another partner.
“The prosecution case is that this defendant would behave in a controlling way towards her, and he was jealous of any contact she might have with other men.
Monnier was a French socialite from a well-respected, conservative bourgeoisie family in Poitiers of old noble origins.
She was renowned for her physical beauty and attracted many potential suitors for marriage.
In 1874, at the age of 25, she desired to marry an older lawyer who was not to her mother Louise's liking; she argued that her daughter could not marry a "penniless lawyer".
Her disapproving mother, angered by her daughter's defiance, locked her in a tiny, dark room in the attic of their home, where she kept her secluded for 25 years.
Louise Monnier and her brother Marcel Monnier continued with their daily lives, pretending to mourn Blanche's disappearance.
Robert Black was a Scottish serial killer and paedophile who was convicted of the kidnap, rape, sexual assault and murder of four girls aged between 5 and 11 in a series of killings committed between 1981 and 1986 in the United Kingdom.
Black was convicted of the kidnapping, rape, and murder of three girls on 19 May 1994. He was also convicted of the kidnapping of a fourth girl and had earlier been convicted of the kidnapping and sexual assault of a fifth.
He was sentenced to life imprisonment, with a recommendation that he serves a minimum of 35 years.
Black was further convicted of the 1981 sexual assault and murder of nine-year-old Jennifer Cardy in 2011, and at the time of his death was regarded as the prime suspect in the 1978 disappearance and murder of 13-year-old Genette Tate.
Black may also have been responsible for several other unsolved child murders throughout Britain, Ireland and continental Europe between 1969 and 1987.
The nationwide manhunt for Black was one of the most exhaustive UK murder investigations of the 20th century.

During the night of 6 August 1985, Nevill and June Bamber were shot and killed inside their Essex farmhouse along with their adoptive daughter, Sheila Caffell, and Caffell’s six-year-old twin sons, Daniel, and Nicholas.
Bamber, then 24, phoned the police to say Nevill had called him saying his daughter Sheila had “gone crazy and has the gun”. Initially, police believed that Sheila Caffell, diagnosed with schizophrenia, had fired the shots, and then turned the gun on herself.
But on 10 August, after the police ended their examination of the crime scene, a silencer was found in a gun cupboard at the farmhouse. It was later said to contain blood belonging to Caffell.
In 2018 a forensics report cast doubt on the validity of evidence relating to the silencer. On 7 September 1985, Jeremy Bamber’s ex-girlfriend told police Bamber had discussed killing his family with her and that he was involved.
On 29 September, Bamber was charged with the murders. He was convicted in October 1986.
But is that all the truth? Does the evidence make this an unsafe case?
Yusuf Rahim (born Levi Rabetts; 17 May 1968), better known as Levi Bellfield, is an English Serial Killer and sex offender.
He was found guilty on 25 February 2008 of the murders of Marsha McDonnell and Amélie Delagrange and the attempted murder of Kate Sheedy and sentenced to life imprisonment, without the possibility of parole. On 23 June 2011, Bellfield was further found guilty of the murder of Milly Dowler.
Levi Bellfield was born at the West Middlesex Hospital, Isleworth, London, to Jean and Joseph Rabetts (née Bellfield); he is of Romani descent.
When Bellfield was ten years old, his father died from leukaemia. Bellfield and his siblings (two brothers and two sisters) were brought up on a southwest London council estate. He has fathered eleven children with at least three women.
Accounts of Levi personality: He exhibited classic traits of controlling behaviour, confiscating their mobile phones, and giving them replacements loaded with his number only, and gradually stopping them from seeing friends and family, or even leaving the house without his explicit say-so.
One story told by an ex-girlfriend summed the Bellfield 'experience' up, following an argument, he instructed her to stay sitting on a stool in the kitchen all night, while he went to bed. She said she would rather wet herself than have moved from that stool.
Childhood memories for Bobbie Louise Bellfield, 20, who is the oldest of Bellfield's 11 children, include him raping and beating her mother, Becky Wilkinson. She also says her father used to leer at schoolgirls during the school run
She also recalled how her father would sound his car's horn at girls whilst on the school run. "He was always beeping at girls walking down the street. They were clearly in uniform. He would shout 'Oi! Oi!' and things like that" and would take her along as he conducted drug deals and burglaries. She now says she hopes she never sees him again and he "rots in hell."
After his 2008 convictions, Bellfield was named by police as a suspect in connection with numerous unsolved murders and attacks on women dating back to 1990 as well as the murder of his childhood girlfriend, 14-year-old Patsy Morris, in 1980.
Regarding the 1996 murders of Lin Russell and her daughter Megan, BBC Cymru Wales reported that Bellfield had allegedly confessed to the murders to a fellow prisoner, giving details that "would only be known by the killer". Bellfield denied the confession.
At 3:07 pm on 21 March 2002, Milly Dowler left Heathside School in Weybridge, Surrey, and walked to Weybridge railway station with a friend.
The girls disembarked at Walton-on-Thames railway station, one stop before Dowler's usual stop of Hersham, and went to eat at the station café. After Milly telephoned her father at 3:47 pm to say she would be home in half an hour, the girls left the café at 4:05, with Dowler walking home alone.
She was last seen three minutes later walking along Station Avenue, by a friend of her sister, who was waiting at a bus stop. A closed-circuit television camera located further along the road showed no images of Dowler.
A red Daewoo Nexia, which belonged to Levi Bellfield's girlfriend Emma Mills, was photographed driving past by the same camera at 4:32 pm.
Stuart Lubbock, 31, died in hospital after being found unconscious in TV presenter Michael Barrymore's pool in Roydon, Essex.
Stuart was pronounced dead at the Princess Alexandra Hospital, Harlow at 8.23 am on 31 March 2001, after Michael Barrymore and two others present at his home that night, James Futers and Simon Shaw reported finding him unconscious in the swimming pool of popular British television game show presenter Barrymore's home in Roydon Essex on the morning of 31 March 2001.
He was wearing only boxer shorts. He was discovered by the pathologist at the hospital to have "serious" anal injuries and also with traces of ecstasy, cocaine and alcohol in his blood.
The case drew intense news media attention and speculation throughout the UK, particularly the tabloid press, and has damaged the reputation and career of Barrymore – despite there being no evidence that he was responsible for Lubbock's death or injuries.
Stuart Lubbock's father, Terry, and a group around him have pursued a vigorous campaign, highlighting Barrymore's role in the fateful night's events because they believe that he may hold the key to the "real" story of what happened or because he is a celebrity whose name guarantees headlines, including publishing a book.
Police are preparing a file for prosecutors to consider whether to charge a man arrested on suspicion of murdering a guest at Michael Barrymore's home in 2001. A man, in his 50s, was released under investigation in March 2021.
Essex Police said a file would be submitted "imminently" to the Crown Prosecution Service (CPS).
The man, who has not been named, was arrested in Cheshire on suspicion of indecent assault as well as on suspicion of murder after "significant new information" emerged, the force said.
Amanda Michelle Todd (November 27, 1996 – October 10, 2012) was a 15-year-old Canadian student and victim of cyberbullying who hanged herself at her home in Port Coquitlam, British Columbia, Canada.
In October 2012, Amanda Todd killed herself just five weeks after posting a harrowing video detailing the bullying she suffered after photos of her breasts were published online.
During the video, Amanda writes that when she was in grade 7 (2009–10), around the same time she moved in with her father, she used video chat to meet new people over the Internet and received compliments on her looks.
A stranger convinced Todd to bare her breasts on a webcam stream, saving frames using screen capturing after attempting to do so for a year. This means Amanda was 12 years old at the time of the photos being taken.
He later Blackmailed and Threatening to the point she Hung herself. to give the topless photo to her friends unless she gave him a "show". It was Anonymous that released the name of the man that had groomed Amanda online, Aydin Coban.
Following an investigation by Facebook's security unit, whose report was forwarded by U.S. authorities to the Child Exploitation and Online Protection Centre attached to the British National Crime Agency, and then to Dutch authorities, in January 2014 Dutch police arrested a man in a case involving multiple victims in the Netherlands, U.K., and Canada, having installed spyware on his computers; "chilling" chat logs of extortion, numerous images of child pornography, and 5,800 bookmarked names that served as a database of potential victims and their social networks were found.
In April 2014, it was reported that Dutch authorities charged a 35-year-old man of dual Dutch and Turkish citizenship (identified only as "Aydin C." within the Netherlands in accordance with Dutch privacy laws with indecent assault and child pornography.
He faced 72 charges of sexual assault and extortion in the Netherlands involving 39 alleged victims (34 young women and five men in countries as various as Britain, Canada, Norway and the United States, some of whom had been harassed for years); eventually convicted and sentenced on the Dutch charges of internet fraud and blackmail, he faces five separate Canadian charges related to Todd (herself not one of the 39), and it was anticipated that he would be extradited to Canada no sooner than the middle of 2018 whilst serving his Dutch sentence of 10 years and 8 months.
