Ms. Price, a retired Air Force colonel, was born in Northern Virginia, and performed with the singing group Up With People during college. She joined the U.S. Air Force after college and worked to plan for the arrival of women cadets at the Air Force Academy. Later, she worked in Air Force Intelligence.
