Mansfield, Richland County, and Shelby are partnering to create a $200,000 comprehensive land use plan, coordinated by the Richland County Regional Planning Commission. The plan—funded jointly by Mansfield ($100,000), Shelby ($50,000), and the county ($50,000)—will guide future development decisions on housing, infrastructure, and economic growth. Public participation will be a key part of the 12–15 month process, which aims to produce a shared regional vision for sustainable growth.
