Rep. Maxine Waters is speaking out against what she calls an unauthorized and unconstitutional military strike by the Trump administration in Venezuela. In a statement, Waters warned that the president does not have the authority to take military action against a sovereign nation without congressional approval and raised concerns about executive overreach and historical U.S. interventionism.
