How did Palpatine return? The answer to that question can be found in The Rise of Skywalker novelization and The Bad Batch animated series. The Emperor basically survived the same way he did in Star Wars Legends. As he fell down the second Death Star’s reactor shaft, he transferred his consciousness to some prepared clone bodies. Unfortunately for him, the cloned vessel wasn’t strong enough to contain his spirit and it began to quickly decay. The Empire began to unlock the secrets to creating clones with strong midi-chlorian counts immediately after the end of the Clone Wars in a secret installation called Mount Tantiss. Project Necromancer involved the blood of a young clone named Omega, who was held in their facility. But her brothers, a group of enhanced clones called the Bad Batch, rescued her and inadvertently ruined Palpatine’s plans. The Empire had to start from scratch without Omega’s blood, and their research wasn’t completed in time for the Emperor’s near death at the Battle of Endor. #starwars
