STORYLINE:

As Thai and Cambodian leaders meet in Malaysia on Monday to discuss a possible ceasefire in their deadly ongoing border conflict, tens of thousands of displaced villagers are sitting it out in camps on both sides of the frontier, waiting to hear if they can go home.

More than 139,000 people in Thailand have evacuated to safe locations and over 79,000 people fled from three Cambodian provinces. Many border villages are mostly deserted, with many schools and hospitals shut.

In one camp, in Srei Snam district in Cambodia’s Siem Reap province, evacuees continue to arrive, pitching improvised tents or finding space inside the walls of a pagoda.

78-year-old Sok Tha has been here since last Friday. He says he’s weary of war, having seen bloody conflict many times in the past few decades. He hopes the talks will bring a solution.

“I am keen to see the willingness of our government for the negotiations. It’s a horrible situation now, the sound of artillery shells is heard all the time. That is why I really want to see peace negotiated, so I can go back home.”

The fighting flared Thursday after a land mine explosion along the border wounded five Thai soldiers. Both sides blamed each other for starting the clashes.

Both countries recalled their ambassadors and Thailand closed its border crossings with Cambodia, with an exception for migrant Cambodian workers returning home.

STORYLINE:

While thousands of Thais fleeing the armed conflict with Cambodia have had to find refuge, one place in Thailand has opened its doors to evacuees of a different kind — pets.

In Surin province, several crates were placed under cover at the front of the local Livestock Breeding and Research Center as temporary kennels.

There were five dogs and cats staying at the center as of Sunday morning.

Food and pet supplies from their owners were placed on the top of each cage.

Officials said the Livestock Department had tasked provincial offices to open the space for pets and cattle of owners who fled conflict zones.

Wilawan Duangvao, an elementary school teacher, came by to check on her two dogs Khawtom and Khaitun.

They were taken into shelter since Saturday after she received an order to evacuate her home in Prasat district.

"At our home now, water and electricity has been cut. I don't feel comfortable leaving them at home. I'm afraid they'll go into shock," she said.

She was thankful for the officials offering a safe space for her pets.

"Everyone here is very welcoming. They took them in and I’m relieved. They didn’t ask for anything in return," she said, tears welling up.

Sornchai Kongsook, director of the center, said the space is open for free for owners who can’t take their pets with them, with a condition that they must come by every day to take care of the animals.

"We must prepare food and open our space for dogs and cats that the people cannot bring into an evacuation center,” he said.

Israeli Prime Minister Netanyahu denied widespread reports of starvation in Gaza on Sunday and blamed Hamas for stealing aid.

"What a bold-faced lie. There is no policy of starvations in Gaza, and there is no starvation in Gaza," he told an event led by conservative U.S. pastor Paula White in Jerusalem.

"We enabled humanitarian aid throughout the duration of the war to enter Gaza, otherwise there would be no Gazans," he continued.

Israel's military has begun a limited pause in fighting in three populated areas of Gaza for 10 hours a day as part of measures, including airdrops, as concerns grow over surging hunger.

Israel faces international criticism over its conduct in the 21-month war as more reports emerge of starvation deaths.

The military said Sunday the “tactical pause” in Gaza City, Deir al-Balah and Muwasi would increase humanitarian aid entering the territory.

Images of emaciated children have fanned criticism of Israel, including by allies who call for the war's end.

Israel has restricted aid to Gaza's population of over 2 million because it says Hamas siphons it off to bolster its rule, without providing evidence.

Much of the population, squeezed into ever-smaller patches of land, now relies on aid.

As the military had warned, combat operations continued otherwise.

Health officials in Gaza said Israeli strikes killed at least 41 Palestinians from late Saturday into Sunday, including 26 seeking aid.

Over 200 Indigenous people gathered Sunday on the steep trails of San Cristóbal Hill in the Peruvian capital of Lima to take part in a demonstration, demanding justice for those disappeared in Peru’s internal armed conflict and denouncing a new amnesty law passed by the country’s Congress.

Demonstrators wearing ponchos, skirts, and capes in red, the color of the national flag, sounded Horns and conch shells in unison during the vigil.

Many of the participants, like Doris Caqui, are relatives of people who disappeared during the country's internal armed conflict between 1980 and 2000.

Thousands of people have disappeared in Latin America during decadeslong conflicts. Many have never been found, presumed to be the victims of dictatorships, insurgencies or organized crime.

“They have taken away the laws regarding access to justice, they have taken away the defense of the victims, the defense of our loved ones,” said Caqui, the widow of Teófilo Rima, who disappeared in a military barracks in 1986.

She said that in that sacred space, they are protesting the latest law that shields the military and the police involved in crimes against humanity.

She is referring to the amnesty law passed by Congress in early July that provides amnesty for military members and civilians prosecuted for serious human rights abuses during the conflict.

According to human rights organizations, the new law could wipe out 156 convictions and another 600 cases that are being prosecuted.

Venezuela’s President Nicolas Maduro expressed caution towards ties with the United States as he voted in local elections on Sunday.

When asked possible talks with the U.S., Maduro said "these things are difficult to anticipate."

"You know that today they say one thing and tomorrow they do the opposite,” Maduro said after voting in the Fort Tiuna military base in Caracas.

“Faced with a bipolar policy, we have to act with Bolivarian diplomacy of peace,” he added.

His comments come just days after Maduro announced that the U.S. government had given its consent for energy giant Chevron Corp. to resume operations in Venezuela.

Months before, President Donald Trump administration had revoked the licenses that allowed Chevron and other foreign oil companies to operate with limitations in the South American nation as part of its policy of pressure on the Maduro government.

Despite the seemingly new approach between both governments, U.S. Secretary of State Marco Rubio issued a statement a Sunday elevating the tone towards Maduro, saying he “is not the President of Venezuela and his regime is not the legitimate government.”

“Maduro is the leader of the designated narco-terrorist organization Cartel de Los Soles, and he is responsible for trafficking drugs into the United States and Europe,” continued the statement.

Authorities said a man accused of entering a Walmart in Michigan and randomly stabbing 11 shoppers before being detained by several bystanders in the store parking lot is expected to face terrorism and multiple assault charges.

Grand Traverse County Sheriff Michael Shea said a motive behind the attack by Bradford Gille (GILL’-ee) of Afton, Michigan, remains unclear.

Gille is expected to be charged with one count of terrorism and 11 counts of assault with intent to murder. He remains in the county jail.
