Today I talked to Michael Eli Nutkiewicz about his translation A Ukrainian Chapter: A Jewish Aid Worker’s Memoir Of Sorrow (Slavica, 2022). 

Eli Gumener’s 1921 Yiddish memoir, A Ukrainian Chapter, is a rare historical source about relief work spanning the two most devastating years of the pogroms in the Russian Civil War. He concentrates on the collapse of Jewish communities in Podolia, a region in southwest Ukraine. Gumener worked for the major Russian and American organizations that were active in providing aid to Jewish victims during both World War I and the Russian Civil War. Thus, he presents a unique perspective on leaders, parties, and institutions struggling to respond to the suffering and dislocation that came with wild episodes of violence. This annotated translation serves as a roadmap for the reader by clarifying the social and political contexts in which the events took place. A Ukrainian Chapter is a contribution to the history of pogroms, relief work, and Jewish party politics, through the day-to-day experience of a witness “in the trenches.” 

Born in Marijampole (near Vilnius) in 1886 and trained for the law in St. Petersburg, Eli (Illia) Gumener (1886–1941?) was a representative and investigator for the Committee to Aid Jewish Pogrom Victims (EKOPO) and the Russian Red Cross. After the Civil War, he worked on behalf of Jewish war orphans for the American Joint Distribution Committee (AJC) in the Białystok region. A Ukrainian Chapter was published in Vilnius in 1921. In 1925 Gumener moved to Novogrudok, Poland (now in Belarus) where he continued to be engaged in communal affairs, including as a city councilman from 1929 to 1934. He and his wife and daughter were murdered during the Holocaust in late 1941 or early 1942.

An alienated society divided into groups and classes suspicious of one another does not pose an especially great problem for an authoritarian regime that does not legitimize itself through fair elections. In contrast, democratic institutions presuppose a consensus about obeying common “rules of the game” and rely on a culture of trust and reciprocity. For democratic consolidation, citizens must respect and participate in shared democratic institutions. For instance, they should trust courts as the final arbiters in adjudicating disputes and respect judicial decisions even if they disagree with them. They should also recognize results of elections, even if their favorite candidate loses.

This book tackles three puzzles of pacted transitions to democracy. First, why do autocrats ever step down from power peacefully if they know that they may be held accountable for their involvement in the ancien régime? Second, when does the opposition indeed refrain from meting out punishment to the former autocrats once the transition is complete? Third, why, in some countries, does transitional justice get adopted when successors of former communists hold parliamentary majorities? Monika Nalepa argues that infiltration of the opposition with collaborators of the authoritarian regime can serve as insurance against transitional justice, making their commitments to amnesty credible. This explanation also accounts for the timing of transitional justice across East Central Europe. Nalepa supports her theory using a combination of elite interviews, archival evidence, and statistical analysis of survey experiments in Poland, Hungary, and the Czech Republic.

Comics and Nation: Power, Pop Culture, and Political Transformation in Poland (Ohio State UP, 2022) offers a fresh perspective on the role of popular culture in the one-hundred-year history of the Polish state, from its foundation in 1918 to the present. Drawing on dozens of press articles, interviews, and readers' letters, Ewa Stańczyk discusses how journalists, artists, and audiences used comics to probe the boundaries of national culture and scrutinize the established notions of Polishness. Critical moments of Poland's political transformation --the establishment of the interwar Polish Republic, the Cold War, the liberalization of the 1970s, the 1989 democratic transition, the turn to memory politics in the 2000s--have all been reflected in the history of Polish comics. Stańczyk offers new insights into how the production of homegrown comics and the influx of foreign works enabled commentators to express their fears, hopes, and disillusionment with political, economic, and cultural changes in Poland and beyond. At its core, Comics and Nation rethinks the impact of popular culture and transnational exchange on Polish nation building, citizenship formation, and the legitimation of power.

The story of the littoral nations of the Baltic Sea is like a saga, that genre perfected by those tenacious inhabitants of the rocky shores of this ancient trading corridor. In it, we meet pirates, princes, and prelates; and while much divides the Slavs, Balts, Saxons, Poles, and Scandinavian peoples, much also unites them: rugged individualism and a desire to expand the boundaries of their known world.

Caroline Boggis-Rolfe’s new book, The Baltic Story: A Thousand Year History of Its Lands, Sea, and Peoples(Amberley, 2019) is a deep dive into this engrossing history. It which opens with the prosperity of the Hanseatic League, that commercial confederation, which ruled the Baltic between the fourteenth and sixteenth centuries and closes with the end of World War I and the Russian Revolution. Unlike other studies of the region which focus on subsets of the Baltic region: Scandinavia, Northern Germany, the Baltic States, Russia, and Poland, Boggis-Rolfe has undertaken the somewhat daunting task of examining 1000 years of the region’s history as one unified history.

Boggis-Rolfe’s approach makes The Baltic Story eminently readable: rather than placing her material in strict silos, she weaves the stories of separate nations into a cogent chronological narrative, examining each nation at the zenith of its power, but through the lens of its relationship to its neighbors. That being said, each chapter is an excellent stand-alone study, and in them we get the privilege of spending time with the bold Swedish monarchs who forged empires, the erudite Kings of Poland, the patrons of Copernicus; Peter the Great who hewed for Russia a “window on the West,” and the visionary Frederick II of Prussia, and a host of other equally fascinating personalities.

The Baltic Story was born of Boggis-Rolfe’s two passions: her academic work on Voltaire and the Enlightenment and her many years of visiting Eastern Europe and the Baltic region. She has a natural gift for story-telling, which makes the history of this region leap off the page. Her tenacity and commitment to creating what did not previously exist — a complete study of the Baltic — is a boon for both amateur and seasoned historians, and anyone embarking on a voyage of discovery around the Baltic Sea.

In Treatise on the Two Sarmatias, Polish scholar Maciej Miechowita argued that two mountain ranges that were described on maps dating back to antiquity did not, in fact, exist. This was the 1500s, and Europeans’ understanding of the world was changing. When they looked at the old maps, things didn’t always line up. New mapmakers were pushing back against ancient maps that showed a world they didn’t see or didn’t believe in. Michael Tworek is an associate professor in the History Department at Harvard University. His research and teaching focuses on early modern Europe, particularly central and eastern Europe. Some of his current book projects explore Europe’s role in early modern globalization.

This comprehensive three-volume reference work collects and summarizes the wealth of information available in the field of transitional justice. Transitional justice is an emerging domain of inquiry that has gained importance with the regime changes in Latin America after the 1970s, the collapse of the European and Soviet communist regimes in 1989 and 1991, and the Arab revolutions of 2011, among others. The Encyclopedia of Transitional Justice (Cambridge UP, 2013), which offers 287 entries written by 166 scholars and practitioners drawn from diverse jurisdictions, includes detailed country studies; entries on transitional justice institutions and organizations; descriptions of transitional justice methods, processes and practices; examinations of key debates and controversies; and a glossary of relevant terms and concepts. 

This podcast will review both the first edition of the Encyclopedia of Transitional Justice and preview the second edition, forthcoming in March 2023. We explore new country entries, an expanded scope of formal and informal transitional justice and accountability mechanisms, and a broader range of civil society groups, informal organizations, national and international actors engaged in global transitional justice processes. Dr. Stan provides some comments on the evolution of the field of transitional justice over the past 25 years, hinting at some of the legal and normative shifts in the future.

Russia's illegal annexation of Crimea in 2014 and the ongoing war in eastern Ukraine have brought scholarly and public attention to Ukraine's borders. Making Ukraine aims to investigate the various processes of negotiation, delineation, and contestation that have shaped the country's borders throughout the past century. Essays by contributors from various historical fields consider how, when, and under what conditions the borders that historically define the country were agreed upon. A diverse set of national and transnational contexts are explored, with a primary focus on the critical period between 1917 and 1954. Chapters are organized around three main themes: the interstate treaties that brought about the new international order in Eastern Europe in the aftermath of the world wars, the formation of the internal boundaries between Ukraine and other Soviet republics, and the delineation of Ukraine's borders with its western neighbours. Investigating the process of bordering Ukraine in the post-Soviet era, contributors also pay close attention to the competing visions of future relations between Ukraine and Russia. Through its broad geographic and thematic coverage, Olena Palko and Constantin Ardeleanu's Making Ukraine: Negotiating, Contesting, and Drawing the Borders in the Twentieth Century (McGill-Queen's UP, 2022) illustrates that the dynamics of contemporary border formation cannot be fully understood through the lens of a sole state, frontier, or ideology and sheds light on the shared history of territory and state formation in Europe and the wider modern world.

In the 1920s, Józef Piłsudski was a household name not just in Poland, but across Europe and across the Atlantic Ocean as well. Yet this complex and contradictory figure – a socialist and a nationalist, a clandestine agitator and a legendary military strategist, protector of Jews and other national minorities on Polish soil who was nonetheless often accused of imperialism – has eluded serious biographical treatment in English until now. Yeshiva University professor Joshua D. Zimmerman offers a nuanced, readable, and definitive account of the man who re-founded the independent state of Poland in 1918. Jozef Pilsudski: Founding Father of Modern Poland (Harvard University Press, 2022) could not be more timely, given the lessons to be learned from Piłsudski’s career by today’s opponents of far-right populism in Eastern Europe, and even more urgently – by English-language readers seeking to understand the imperative of preserving an independent Ukrainian state in the face of Russian aggression.
