Dr.Ken Harris took this as the Governor saying that water is more important than anything else that needs to happen to better Milwaukee. Not like there's crime, and violence, issues in our school systems or anything more important. But what happened? between 1978 and today, what happened to the school system? Is the Union to blame? Milwaukee wants to talk about it.
