On March 4, 1995, three lives were stolen inside the Kim Anh restaurant in New Orleans: Cuong Vu, just 17 years old; his older sister Ha Vu; and Officer Ronald A. Williams II. All three were murdered by someone they should’ve been able to trust — Officer Antoinette Frank — with help from her teenage accomplice, Rogers Lacaze.
