Despite the growing number of New Yorkers who can lawfully carry a firearm, stop-and-frisks for weapons are still a regular occurrence on city streets. Now, a federal monitor claims the NYPD is routinely breaking the law when conducting those stops, and some civil libertarians are demanding sweeping changes from on high.
