On April 29, 2026, the Supreme Court ruled 6-3 in Louisiana v. The decision mandates a higher burden of proof for voting discrimination, making it harder to challenge maps.

Background: Allen is a resident of Torrance, California, described as a tutor and computer programmer who worked for C2 Education. He holds a master's degree in computer science from California State University-Dominguez Hills.

Weapons: Authorities recovered a 12-gauge pump-action shotgun, a Rock Island Armory 1911 .38-caliber pistol, and three knives.
