Mayor Bartie and Council Member Donald Frank disrespects EDC director Floyd Batiste.

In the ongoing saga to change the EDC from a Type A to Type B at the 33:40 mark Bartie tells EDC Director that he didnt want his opinion after Mr. Batiste stated he feels that the EDC should stay a Type 4A. What's sad is Mayor Bartie and Frank disrespects Floyd, who is Black. They gave much respect to the White attorney that was talking. They didn't treat him like Mr. Batiste.

We deconstruct the propaganda of changing the Port Arthur EDC from type A to type B. Donald Frank wants to change it and by doing so money will be taken away from job programs to fund things the city should be doing. Changing it takes away voter approval. The only thing changing is the voter's approval.
