Percy Medina, jefe de Misión para el Perú de IDEA Internacional y experto en partidos políticos y procesos electorales, examina los principales desafíos en materia de seguridad que enfrentan los países de América Latina y sus impactos en los procesos democráticos de la región. Además, subraya la importancia del fortalecimiento de las instituciones y el fomento de la confianza ciudadana para desarrollar políticas de seguridad en un marco de gobernanza democrática inclusiva, que garantice el Estado de derecho.
El señor Medina fue secretario general de Transparencia Internacional en Perú por nueve años. Ha trabajado como consultor en temas relacionados con democracia y elecciones para la Organización de los Estados Americanos, el Banco Interamericano de Desarrollo, el Banco Mundial, el Instituto Nacional Demócrata y el Instituto Republicano Internacional.

Javier Montaño, jefe de programas de la Oficina de las Naciones Unidas contra la Droga y el Delito (UNODC) en Lima, Perú, aborda las principales tendencias de la delincuencia organizada transnacional en América Latina, así como la convergencia entre el crimen organizado, el narcotráfico y otros delitos. Además, presenta algunos de los principales aspectos de la Convención de las Naciones Unidas contra la Delincuencia Organizada Transnacional.
Durante su intervención, brinda recomendaciones para que las y los legisladores puedan fortalecer los marcos normativos necesarios para hacer frente al fenómeno de la delincuencia organizada transnacional desde una perspectiva de cooperación regional.
El Sr. Montaño ha trabajado con UNODC desde 2007 desempeñándose en diferentes áreas relacionadas con crimen organizado, tráfico de drogas y gestión de fronteras en América Latina, África y Medio Oriente. Actualmente es jefe global adjunto del equipo de gestión de pasajeros y carga en el Programa de Control de Contenedores de AIRCOP.

Valentina Muñoz Rabanal, activista STEMinista, defensora de los derechos digitales y fundadora de la “Asociación de Mujeres Jóvenes por las Ideas”, la primera organización de la sociedad civil “de niñas para niñas” aborda la importancia de promover, potenciar y retener el talento de las mujeres en las ciencias, tecnologías, ingenierías, artes y matemáticas (STEAM, por sus siglas en inglés), durante su etapa escolar y analiza por qué las leyes y políticas públicas se fortalecen cuando se involucra a los diferentes actores interesados en su proceso de elaboración.
Valentina Muñoz Rabanal, ha sido designada como Defensora de los Objetivos de Desarrollo Sostenible por el Secretario General de las Naciones Unidas en 2021, siendo la primera mujer en América Latina con este reconocimiento. Ha sido reconocida como la programadora más joven en contribuir en la construcción de la Primera Política de Inteligencia Artificial en su país, Chile.

Durante a sessão, Ana Virginia Moreira Gomes, Diretora Regional para a América Latina e do Caribe da Organização Internacional do Trabalho (OIT), apresentou uma visão geral da metodologia e dos resultados do estudo “IA generativa e empregos: uma análise global dos efeitos potenciais na quantidade e qualidade do trabalho”, publicado em agosto de 2023.
Esse estudo da OIT fornece uma análise abrangente da exposição ocupacional e de tarefas à IA Generativa, particularmente aos Transformadores Pré-Treinados Generativos (GPTs), e seu impacto potencial na quantidade e qualidade do trabalho. Utilizando o modelo GPT-4, ele avalia os escores de exposição ao nível da tarefa e examina os efeitos potenciais no emprego globalmente e por nível de renda dos países.

En la sesión, moderada por el senador Kenneth Pugh de Chile, copresidente de la Bancada Digital, la panelista invitada, Livia Gouvêa Gomes, especialista en la División de Mercados Laborales del Banco Interamericano de Desarrollo (BID) en Brasil, presentó los principales resultados del estudio "Los efectos de la IA en la vida laboral de las mujeres”, publicado conjuntamente por la UNESCO, la OCDE y el BID, en 2022. El estudio fue publicado conjuntamente por la UNESCO, la OCDE y el BID en marzo de 2022.
Escuche a Livia Gouvêa Gomes reflexionar sobre los impactos de la inteligencia artificial, y los desafíos y oportunidades que presenta para las mujeres en el ámbito laboral. En su análisis, profundiza en el contexto más amplio de las desigualdades de género en el mercado laboral y destaca la subrepresentación de las mujeres en campos CTIM, así como la brecha digital en la conectividad a internet y en el acceso a formación en las habilidades digitales.
