  • PLANNED SOLUTIONS Coronavirus Pandemic
In this episode of the Planned Solutions Incorporated Podcast, The national data appears to show two peaks in Coronavirus cases which differs from the pattern that scientist would expect during a pandemic. However, a closer look shows that the experiences of most states and localities are following the expected pattern as the virus appears to be migrating from location to location. This may mean that the typical economic and financial patterns observed during past event-driven recessions may still be the most likely scenario.
Also, The President recently signed an executive order extending the CARES Act student loan relief provisions until the end of 2020. This will allow student loan borrowers to defer payments without interest accruing on federal student loans. However, there is some question as to whether the President has the authority to extend provisions of the CARES Act through an executive order which could lead to judicial review of the order.
And, For many taxpayers. Qualified Charitable Distributions (QCDs) have become the cornerstone of their charitable giving strategy. However, since Required Minimum Distributions (RMDs) are suspended for 2020 some taxpayers may want to avoid taking distributions from their retirement accounts in an effort to allow the account values to recover from losses earlier in the year. In this case, it may be prudent to rethink the charitable giving strategy and possibly use other giving options.
Plus a look at the Planned Solutions Incorporated Office Bulletin Board- We are all adapting to this “new normal” as best we can. So far Planned Solutions has been able to continue to operate as we have in the past, except with everyone working from home with occasional visits to the office to collect the mail, scan in documents, and mail out letters and reports.

  • PSI More Stimulus On The Way Job Market Slows
In this episode of the Planned Solutions Incorporated Podcast, Both the federal government and the Federal Reserve continue to add stimulus to support the US economy. The Fed has created multiple programs to support business and consumer borrowing while keeping interest rates low. Meanwhile, Congress is debating yet another stimulus bill that may include a second round of direct payments, expanded business loans, continued support for unemployed individuals, and tax cuts.
Also, The US labor market recovery is showing signs of stalling in July. The most important labor market indicator: new claims for unemployment insurance, increased in July for the first time since March. This may be a sign that the labor market is once again deteriorating as many states are forced to reinstitute economic restrictions due to the Coronavirus.
And, The IRS is experiencing extreme delays in processing income tax returns. This is especially true for paper filed returns. The IRS has asked that taxpayers not call to inquire about the status of their returns as that will take resources away from processing returns. The IRS has also directed taxpayers to not submit new returns as it could create processing errors. So, it seems the best strategy for taxpayers is to be patient and hope that the IRS is able to catch up with its backlog as soon as possible
Plus a look at the Planned Solutions Incorporated Office Bulletin Board- It has been well documented that many people who contract the COVID-19 display no symptoms and therefore may not know that they are spreading the disease. This seems to be especially true for younger people as in many cases they are less affected by the disease. There have also been news stories about the delays in Coronavirus testing as the labs that process these tests have been unable to scale to meet the demand for testing. If you think you may have had the virus there is a way you can be tested for COVID-19 antibodies while helping others. In many areas, when you give blood your blood is tested for antibodies as a part of the process and you will be notified if you are tested positive. This will not only let you know if you have contracted the virus but also may allow you to give blood to help those with the virus. In addition, blood banks still need donors to help people with non-virus related ailments.
If you are still waiting for the IRS to process your tax return or respond to a request that you have sent them it may still be some time before the IRS is able to catch-up with their backlog. It appears the IRS is just now getting to tax returns and other correspondence that was sent to them in March. Therefore, it could still be months before they get to returns and notices that we submitted in April and later.

  • Manufacturing And Service Growth
In this episode of the Planned Solutions Incorporated Podcast, The Institute of Supply Management (ISM) reported a strong rebound in manufacturing and non-manufacturing (services) sector activity in June. This is another in a long line of positive economic reports showing that the US economy rebounded quickly in May and June as many states lifted some economic restrictions.
Also, Car sales dropped sharply in the second quarter but showed strong signs of a recovery in the last weeks of the quarter. Dealers that were willing to offer discounts and attractive financing terms earlier in the month have shifted to a focus on profitability and more conventional financing making it more difficult for consumers to find a deal despite the continued economic challenges.
And, The CARES Act suspended Required Minimum Distributions (RMDs) for the 2020 tax year. However, some people had already taken their RMDs before the CARES Act was passed. The IRS recently issued guidance that anyone who took their RMD before June 23, 2020, may return to the money to their retirement account by August 31st to undo the distribution. This may allow some taxpayers to reduce their tax liability for 2020 by returning their RMDs and reducing their taxable income.
Plus a look at the Planned Solutions Incorporated Office Bulletin Board- It is that time of year again … charity golf tournament season. It is the time of year when we can get outside, enjoy the warm weather, have fun, and support worthwhile causes in a socially distanced environment. With that said we hope you will join us again this year in playing golf and raising money for cancer charities.

  • Planned Solutions Inc Quarterly Rebalancing May Be Causing Increased Market Volatility
On this episode of the Planned Solutions Incorporated Podcast, After briefly making a full recovery for the year in early June the stock market declined later in the month as volatility once again increased. This may be a sign that investors are reassessing the strength of the recovery or it may simply be a function of investors using a calendar-based rebalancing strategy. The rebalancing that likely supported the stock market in March may now be causing an increase in selling activity as investment managers seek to bring allocation back in-line with the target risk/return profile.
Also,The US housing sector is the latest industry to report a strong rebound in activity as many states loosen economic restrictions. Pending home sales increased a record 44.3% in May which followed a 16.6% increase in new home sales. While the housing sector is still down from May 2019 the sharp bounce-back is a positive sign that certain areas of the economy may recovery fairly quickly.
And, Many people are holding on to gift cards from before the pandemic or purchased gift cards recently to support their favorite businesses. However, the value of gift cards are often ignored should a business declare bankruptcy. Given the risk of a wave of bankruptcies in the coming months, it may be advisable to use those gift cards now just in case the business closes its doors or reorganizes in bankruptcy.
Plus a look at the Planned Solutions Incorporated Office Bulletin Board-As it turns out, 2020 has unexpectedly become a year of elevated volatility in the stock and bond markets. During these times it can be easy to become hyper-focused on short-term market fluctuations and the month to month changes in investment account balances.

  • PSI Stock Market Recovery
On this episode of the Planned Solutions Incorporated Podcast, The stock market has baffled some stock market observers as the market has rallied despite a number of existential risks. However, the recent market recovery has followed the pattern from past event-driven recessions in which economic activity was negatively impacted but recovered fairly quickly. Many investors may be using these historical comparisons to guide their investment decisions.
And, The US economy contracted sharply in the first quarter due to economic restrictions related to the Coronavirus. Not surprisingly the bulk of the decline came from a decrease in household spending on services and business investment in equipment. However, investment in residential structures increased. Government spending was flat as a large portion of the economic stimulus was not implemented until the send quarter.
Also,The potential future cost of long-term health care is a risk that can derail a financial plan. Therefore, it is important to have a plan to fund these expenses should the need arise. There are several ways that long-term care can be funded including the use of long-term care insurance. However, it is important that the plan reflect an individual’s financial goals and fit within their financial resources.
And, US retail sales increased 17.7% in May as the pent up demand helped the US economy recover from the Coronavirus shutdown. Physical stores reported the largest increase as many stores were able to reopen. Meanwhile, online sales increased 9% while grocery stores returned to trend growth rates of less than 2%. The surge in retail sales in May was a record increase but is still not enough to offset the decline in sales from February to April showing that there is still progress to be made to achieve a full recovery.
Plus a look at the Planned Solutions Incorporated Office Bulletin Board-The income tax deadline is fast approaching. The new deadline of July 15th is just a month away. Planned Solutions is still planning to hold our annual cancer charity golf tournament in the Fall. Scheduling issues with the golf course, as a result of many tournaments being rescheduled from the Spring to the Fall, has forced us to reschedule to Monday, October 1st. This is still a tentative date as we will continue to monitor local guidelines and restrictions to determine if the tournament should proceed or be cancelled for this year. More information will be provided as we get closer to the Fall.

  • Helping Children With A Home Purchase US Economy
On this episode of the Planned Solutions Incorporated Podcast, With interest rates near record lows, many parents are wondering how they can help their adult children purchase a home to take advantage of low mortgage rates. This decision comes with a number of important considerations as there are several different ways that a deal can be structured each with their own pros and cons. Therefore, it is important to understand the tax, gifting, and lending rules that apply to determine the best structure before committing to a purchase.
Also,Banks and other lenders have reported tightening credit standards as the US suffers the economic impact of the Corona-virus. This means banks are less willing to make mortgage and consumer loans which may make it more difficult for some borrowers to qualify for a loan. Meanwhile, household demand for mortgage loans has remained strong while demand for consumer loans has decreased sharply, led by a decrease in demand for auto loans.
Plus a look at the Planned Solutions Incorporated Office Bulletin Board-Planned Solutions is learning how to keep up our continuing education and investment due diligence in this new social distancing environment. In other words, we are doing the same things that we have done in the past but finding a way to do them remotely.

  • Planned Solutions Inflation Or Deflation
On this episode of the Planned Solutions Incorporated Podcast, Some economists are warning of deflation risk and urging policy makers to do more to offset the impact of the COVID-19 crisis. Others are warning of hyper-inflation risk and urging policy makers and investors to take action to offset this risk. How can these two diametrically opposed views both grab headlines at the same time? The key is the different time horizons that are being considered and the assumptions about the future that each risk involves.
And, With more people working from home, home network security is more important than ever. Fortunately, there are a number of steps that you can take to better protect your network and confidential data. These include installing hardware and software updates, making sure your antivirus software is current, and using strong passwords as well as multi-factor authentication where available.
Also,Some people have reported that they received a larger stimulus payment than they should have, including some who received checks for deceased individuals. These payments were issued in error and will need to be paid back although there is no current guidance as to how the money should be returned to the Treasury. So, for the time being it is best to hold on to the money but be prepared to pay it back as soon as the Treasury creates a system to receive the payments.
Plus a look at the Planned Solutions Incorporated Office Bulletin Board-Planned Solutions’ office continues to be closed per the Sacramento County Public Health order issued on May 1st. The State of California has entered Phase 2 of its plan to reopen the economy which does allow offices to reopen as long as they adhere to certain requirements. However, the restrictions issued by Sacramento County do not allow us to return to our office at this time. The County order expires on May 22nd but may be extended or amended before then.
For the time being we will continue to work remotely with occasional visits to the office when practical. We will continue to conduct meetings over the phone or via Zoom.

  • Planned Solutions The Economy, Earnings, and Stock Prices
On this episode of the Planned Solutions Incorporated Podcast, The economic and financial data for the months of April and May are likely to be very bad. However, this does not necessarily mean that stock prices will give back the gains since the March 23rd lows. The data is expected to be bad and therefore prices already reflect those negative expectations. Instead, the level of stock prices will likely depend on whether the data exceeds or falls short of investor’s expectations.
And, Most people think of life insurance as a way to provide financially for dependents should household income be negatively affected by a death in the family. However, life insurance can be used to fund a variety of financial obligations that an individual may owe. This includes estate planning., business continuity, debt repayment, and more.
Also,The IRS has redesigned its website to allow taxpayers to inquire about the status of their stimulus payments. This comes after complaints that the previous version of the online tool was not helpful as it provided most taxpayers with the same message stating that their payment status was not available. The IRS says the updated online tool corrects for the previous issues and will give individuals more accurate information about the status of their stimulus payments.

  • Planned Solutions IRS Stimulus Check Processing Issues
On this episode of the Planned Solutions Incorporated Podcast, The IRS has directly deposited approximately 80 million stimulus payments to taxpayers who provided their direct deposit information via their income tax returns. However, there is still an estimated 50 million people who qualify for a stimulus payment but have not yet received it. There are a number of reasons why these payments have been delayed leading to some misunderstandings and frustration.
And, There are several economic relief options available to individuals who are negatively impacted by the Coronavirus. Some of these options are attractive from a financial standpoint. Others may need to be paid back with interest or come with negative tax implications. Therefore, it is important to weigh your options carefully to avoid unexpected future costs.
Also,Excess distributions (those not used to fund qualified educational expenses) from 529 college savings accounts may be subject to income taxes and penalties on the investment gains. This may create a problem this year as some colleges and universities may issue partial refunds due to the shortened on-campus educational quarter or semester. In this case 529 plan owners may want to return distributions to their 529 plans to avoid taxes and penalties.
Plus a look at the Planned Solutions Incorporated Office Bulletin Board-The majority of us at Planned Solutions continue to work from home. There is some limited staffing at the office to collect the mail, print and mail forms, and scan in documents for those that need access to them. We will continue to social distance until the State of California and Sacramento County lift the economic restrictions and allow us to return to the office full-time again.
In the meantime, we are available by phone, e-mail, and the Zoom video conferencing application. We will continue to contact clients to conduct our regular account review meetings and to discuss any other issues that need to be addressed. • PSI Estate And Life Insurance Planning
On this episode of the Planned Solutions Incorporated Podcast, The Coronavirus has caused an increased interest in life insurance and estate planning. Many people who have been putting off planning are now rushing to apply for additional life insurance and to set up an estate plan. This has caused a surge in life insurance applications and visits to websites that specialize in creating estate plans. While many of these people are unlikely to die from the Coronavirus this time spend planning is a smart move.
And, There are a number of strategies that investors can use to their benefit when the value of their investments accounts decline in value. The two most common are tax loss harvesting in which holdings are sold at a loss to create a tax deduction and then reinvested and Roth IRA conversions when account values are lower and therefore the tax due on the conversion is reduced.
Also,It is impossible to call a stock market bottom in the best of times. It is even more challenging now given the current uncertainty about the extent of the damage that the COVID-19 virus will do to the global economy. Therefore, investors should avoid focusing on identifying the bottom and instead focus on their time horizon (when they will need to sell stocks to fund their financial goals) and estimated stock values at that time, which is likely years in the future.
Plus a look at the Planned Solutions Incorporated Office Bulletin Board- In these uncertain times investors, along with everyone else, are constantly searching out good sources of information about the fight against Covid-19 and the longer-term impact it may have on the economy. Historically, the stock market is considered a forward-looking economic indicator as it has a pretty good track record for quickly pricing in economic and financial data. These days investors seems to be largely taking their cues from the data showing the rate of Coronavirus transmission. One great source of data is website that uses data reported by Johns Hopkins http://91-divoc.com/pages/covid-visualization/
The website breaks down the number of cases by country and by US state. The focus is on the transmission rate and the percentage increase in cases from the previous day. It can be helpful to compare countries that have been dealing with the virus for longer periods to the spread in the US. For example, as of April 6th Italy was on day 42 of the virus and the growth was 1.03x (cases increased 3% from the previous day). Meanwhile, the US was on day 32 and the growth was 1.09x (cases increased 9% from previous day). When Italy was on day 32 its growth rate was 1.08x. This is just one data point comparison but it does provide some hope that we can continue to flatten the curve and reduce the spread to low rates by day 40 as other countries have done. So far, the stock market seems to be responding positively to this data.
