Consider approval of a Resolution recognizing and honoring the Rockingham County Swift Water Rescue Team that was deployed to Spruce Pine on September 26, 2024, to assist in search and rescue, after the devastating impacts of Hurricane Helene.

1. Consider resolution authorizing sale of real property (Old Jail across from the Old Courthouse) owned by Rockingham County, located at 1101 NC Hwy 65, Wentworth, NC (Parcel# 135434), pursuant to NCGS 160A-268 - Sealed Bid Process.
2. Requested approval of a lease renewal for USDA located in the AG Extension building for January 1, 2025 thru December 31, 2029 for $2455.64 per month.

Consider adoption of resolution declaring the 2014 Chevorlet Impala as surplus and reallocated to Rockingham County Schools, 511 Harrington Hwy, Eden, NC 27288

1. Consideration of Resolution to appoint Melody Shuler as Plat Review Officer for the Town of Mayodan.
2. Please appoint Mr. John Roberts of Reidsville to a three-year term as a full member of the Rockingham County Planning Board & Board of Adjustment. Mr. Roberts is a current alternate member of the Planning Board and has attended and contributed regularly as needed.

Consider appropriation of Fund Balance for FY 2023/24 earned departmental shared savings, pursuant to the approved Performance Measurement Program Policy. See attached backup documentation for departmental performance achievement and shared savings calculations.

Request the approval of Tax Collection and Reconciliation Reports for September including, refunds for September 18, 2024 thru October 8, 2024.

1. Increase Economic Development budget by $10,000 due to additional State grant funds.
2. Appropriate Public Health Escrow of $150,393 to fund the FY24/FY25 Medicaid Intergovernmental Transfer (IGT) of funds to the Division of Health Benefits. Due to the Medicaid Transformation, Rockingham County now receives the gross amount of Medicaid revenue and must remit to the State Division of Health Benefits their portion. Prior to the Medicaid Transformation, Rockingham County received only the net amount due to the County.
H. Justin Thacker, Deputy Finance Director
1. Amend the American Rescue Plan Grant Project Ordinance to appropriate $6,846 of interest earnings to be transferred to the general fund as allowed by ARPA standards.
Additionaly, consideration to appropriate the full balance of the interest earnings transfered ($470,255) from ARPA into the non-departmental reserve line item of the general fund for a future expenditure. These line items require Board approval before funds can be expended.
2. Amend the FY 24-25 budget $26,141 for the new software subscription Microsoft Office G1 & P1 Licenses that meets the criteria of a recently implemented governmental accounting standard requiring certain software subscriptions to be capitalized as a Right to Use intangible asset and the corresponding liability to be reported.
3. Accept the grant award of $900,000 for the 2024 BJA FY24 Veterans Treatment Court Discretionary Grant Program awarded to Rockingham County on October 1, 2024. This is a four year grant with year 1 beginning on October 1, 2024. Consideration to appropriate Year 1 of the Grant in the amount of $167,579. The additional years will be budgeted in the annual budget ordinance.

Case 2024-14: Zoning Map Amendment (Rezonging) - A request for Rezoning of two parcels from Residential Agricultural (RA) to Residential Mixed (RM) and one parcel from a mix of Residential Agricultural (RA) and Residential Protected (RP) to a mix of Residential Mixed (RM) and Highway Commercial (HC) - Standard Rezoning - Applicant: Good Stewards V LLC - Tax PINs: 7923-01-36-5415, 7923-01-45-2780 and 7923-01-45-6108 - Gold HIll Rd. near US Highway 220 - New Bethel Township.
2. Case 2024-20: Zoning Map Amendment (Rezoning) - A request for conditional rezoning a (+/-) 1 acre parcel from Residential Agricultural (RA) to Rural Commercial-Conditional District (RC-CD) - Conditional Rezoning - Applicant: John Robert Overby - Tax PIN: 8010-00-99-1068.
3. Case 2024-21: Zoning Map Amendment (Rezoning) - A request to amend the permitted uses within an existing Highway Commercial-Conditional District (HC-CD) - Conditional Rezoning - Applicant: Nael Wakileh - Tax Pin: 7923-01-15-5794 - 2554 US Hwy 220 - Huntsville Township.
10. Presentation: Lindsay Pegg, Rockingham County TDA
Request: Hogan's Creek Trail Expansion Proposal - Construction of 25,200 feet of multiuse trail in Rockingham County. If funded by the Great Trails State Program, the project requires a 25% match, which can be met through in-kind services.
Rockingham County Tourism Development Authority (TDA) requests $20,000 from Rockingham County as a fee-for-service to the Resilient Trails Network, a 501(c) (3), located in Rockingham County. Resilient Trails Network will recruit, coordinate, lead, and document the necessary volunteer hours required to meet the 25% in-kind match for the Great Trails State funding. This service will ensure that the County's obligations for matching funds are met efficiently and in compliance with the grant requirements. TDA has pledged $5,000 matching funds for a total of $25,000 to Resilient Trails Network. The value of this volunteer time is $75,600.
