6. CONSENT AGENDA (Consent items as follows will be adopted with a single motion, second and vote, unless a request for removal from the Consent Agenda is heard from a Commissioner)
A) Pat Galloway, Director of Financial Services
1. Approval- Increase Public Health budget $65,000 for the Duke Dental Grant Project award "School-Based Oral Health Expansion Program". - No County Dollars
2. Approval- Increase Fire District Special Revenue Fund budget $20,000 in order to remit available fund balance to Northwest Fire Department. This represents collections received over budget and over the amount remitted to the fire department in the previous fiscal year. Northwest has made a request to receive these funds at this time. - No Additional County Dollars
3. Approval- Increase Fire District Special Revenue Fund budget $40,000 in order to remit available fund balance to Wentworth Fire Department. This represents collections received over budget and over the amount remitted to the fire department in the previous fiscal year. Wentworth has made a request to receive these funds at this time. - No Additional County Dollars
4. Approval- Appropriate the award of JCPC Discretionary grant funds to Youth Services in the amount of $5,576 for a Traffic Teen Court Pilot project training and certification. To transfer excess funds in existing line items for the following items approved by NCDPS JCPC grant program: 3 document scanners, 3 laptops with docking stations, credenza, lobby artwork, adobe acrobat subscription, shelving, teen court incentives, teen court volunteer appreciation dinner and additional general supplies. - No County Dollars
5. Adopt - Resolution Authorizing the Execution and Delivery of an Installment Financing Contract to Finance the Construction and Equipping of a New Center for Workforce Development.
6. Amend - American Rescue Plan Act (ARPA) Grant Project Ordinance and Budget for the following:
• Increase transfer to General Fund $6,750,000 to align with the total Revenue Replacement standard deduction allowance of $10,000,000 provided for in the US Treasury Final Rule.
• Add transfer to Health Insurance Fund of $400,000 to cover COVID-19 claims costs incurred.
• Increase allocation to EMS Shift Bonus program by $20,000 to extend program to 6-30-22.
• Align Premium Pay/Bonus program costs to actual pay and fringe benefit costs (FICA/Retirement).
7. Adopt - The following policies for the American Rescue Plan Act (ARPA) funds that the Count has been awarded. At this time, the ARPA Grant Terms and Conditions and the Compliance and Reporting Guidance from US Treasury requires certain policies be in place for these funds.

8. Approval- Contract'to Audit Accounts for Fiscal Year 2021-2022 with Thompson, Price, Scot, Adams & C, PA in the amount of $52,500 for the County and $2,600 for Tourism Development Authority. After undergoing an RFP for audit services process earlier this year, the board approved the selection of this firm and its proposal at their January 18, 2022 meeting.
