Open source software and sharing code continues to grow in importance that unlocks tremendous potential for Federal programs. Expert practitioners from across Federal agencies discuss lessons learned, best practices and real world examples of open source in action.

Open geospatial data across academic, commercial, and government providers has an omnipresent impact on human security and crisis response operations. The open science needed to build this data, to include the challenges with translation of research to operational capabilities, often receives much less attention. This panel will discuss recent human security research projects that culminated in open data releases, and the challenges faced and overcome in the process of rapidly supporting domestic and international crisis situations. While all face persistent threats in cyber space, startups, small businesses, and academic institutions can be particularly vulnerable. State-backed cyber criminals want to steal nascent technology vital to modernizing defense and intelligence organizations. America’s entrepreneurs, tech workers, and national security professionals are critical assets to our regional and national success, but protecting personal information is a challenge with more interactions and transactions performed online behind the scenes. A culture of cyber security is necessary not only to ensure individual freedom and safety, but to protect the entire nation from the most pervasive threat.

Civil Air Patrol operates a fleet of 555 single-engine aircraft and 2,250 small Unmanned Aircraft Systems (sUAS) and performs about 90% of all search and rescue operations within the contiguous United States as tasked by the Air Force Rescue Coordination Center. Often using innovative cellphone forensics and radar analysis software, CAP was credited by the AFRCC with saving 108 lives last year. CAP’s 56,000 members also perform homeland security, disaster relief and drug interdiction missions at the request of federal, state and local agencies. As a nonprofit organization, CAP plays a leading role in aerospace education using national academic standards-based STEM (science, technology, engineering and math) education resources.  

Scott Kaplan sat down with us to discuss what CAP’s role is in the geospatial industry dating back to World War 2. He then went on to explain the coordination between NGA and CAP in regards to search and rescue operations. Along with talking about recent news for the organization and his favorite new technology that he saw at the symposium.
