This month's property query concerns pests and pesky neighbours:

I live in a gated and guarded housing area. Quite a few of the houses in my area are unoccupied and also unmaintained leading to unsightly views of overgrown grass or weathered facades. This is not only an eyesore but also has led to an increase in the number of mosquitoes and even snakes. My complaints to the management company has fallen on deaf ears - nothing has been done. My question is:

1. whose responsibility is it to ensure that the properties are well kept?
2. what recourse do i have as an owner/occupier towards my other neighbours who do not maintain their properties?
