Deputy Minister in the Department of Forestry Fisheries and Environment, Maggie Sotyu, has been quoted as saying that many municipalities are struggling to carry out their environmental management functions. If we take that far too many South African households do not have access to refuse removal services, provided by Municipalities, we can understand why there is an increase in illegal dumping – and a rising problem of were to dispose of waste. Added to this, given that South Africans generate roughly 122 million tonnes of waste per year – with only around 10% being recycled or recovered for other uses, the problem of unwanted waste is now merely being diverted to landfills – which is no solution at all.
