The High Court in Cape Town has ordered the speaker of the City of Cape Town Council to exercise his discretion in deciding whether a vote of no confidence in Mayor Patricia de Lille should be held in secret. Judge Robert Henney says the speaker should also consider that not all councillors in the DA caucus support the motion. He says the speaker should note that all members are free to vote with their conscience. A motion in De Lille will be debated in council on Thursday. Chris Mabuya reports..
