A California man has been arrested and charged with second-degree murder in connection with a targeted January shooting in Elmira. Elmira Police report twenty-one-year-old Jacob Chavez, of San Marcos, California, was taken into custody following an extensive investigation involving federal marshals and local law enforcement. Chavez is accused in the fatal shooting of forty-six-year-old Joshua Tappan in the Centertown Parking Garage and is being held in Chemung County Jail without bail.

In local recreation news, Chemung County officials are moving forward with plans to build an eight-mile connector trail linking the Catharine Valley Trail to the Lackawanna Rail Trail. While Elmira leadership supports the project, Village of Horseheads trustees have sent a letter raising traffic and safety concerns over a proposed trail crossing at a blind S-curve on Sayre Street.

And over in Corning, the annual Kids Day Carnival takes place Friday afternoon at the Civic Center Rink. The free event features bounce houses, games, prizes, and snow cones, alongside a free lunch provided for youth eighteen and under.

Two young Allegany County children missing since May have been found safe living in a Georgia shed with their non-custodial mother. Federal marshals located four-year-old Lincoln and six-year-old Amara Koschuk in Trenton, Georgia, on Tuesday. Their mother, forty-two-year-old Nicole Koschuk of Angelica, was arrested on a felony warrant for first-degree custodial interference and is awaiting extradition back to New York, while the children are in state care pending reunification with their legal guardian.

In local crime news, a Wellsville village official has been arrested for allegedly stealing parking meter funds. State police charged forty-nine-year-old village clerk Meghan Gonzales with official misconduct and petit larceny after an investigation revealed she stole cash collected from downtown meters on three separate occasions.

And work is underway on a six-point-two-five-million-dollar trail project across Allegany County. Construction has started on four new bridges along the Genesee Valley Greenway State Park, closing critical gaps to create twenty-two miles of continuous trail through Caneadea, Houghton, Fillmore, and Rossburg.

After collecting and analyzing hundreds of soil, water, and vegetation samples across Wood County, the West Virginia Department of Agriculture says no fire-related contaminants were detected in residential water. While low concentrations of combustion compounds were found in some soil and produce, officials confirm all levels remain well below federal health action thresholds.

In state news, the Greenbrier Resort is temporarily closing its casino and laying off approximately ninety employees to secure a crucial five-hundred-million-dollar refinancing deal. The Justice family is waiting on the West Virginia Lottery Commission to approve transferring the casino license to a new holding company, choosing to pause casino operations immediately to avoid hundreds of thousands of dollars in daily interest charges.

And if you're traveling across the river this evening, the Ohio State Highway Patrol will be conducting an OVI checkpoint somewhere in Washington County. Highway patrol troopers say the grant-funded checkpoint aims to deter and intercept impaired drivers.

In top news across the Empire State, twenty-eight-year-old Luigi Mangione is expected to plead guilty Friday morning in Manhattan federal court to federal stalking charges stemming from the December twenty-twenty-four ambush and killing of UnitedHealthcare C-E-O Brian Thompson. The federal plea deal carries a potential life sentence and comes just weeks before Mangione was set to go on trial in New York State Court on second-degree murder charges. State prosecutors have expressed concern that a federal plea could spark legal arguments over double jeopardy regarding the state murder trial.

In Albany, Governor Kathy Hochul announced New York will allocate seven-point-two-five million dollars to provide legal aid for nearly fourteen-hundred unaccompanied immigrant children facing deportation hearings. The state funding step-in comes as a long-standing federal contract for youth legal assistance expired July thirty-first. Governor Hochul also emphasized state enforcement starting this month that bans formal cooperation agreements between local law enforcement and federal I-C-E agents.

Turning to federal court in White Plains, two Westchester County women are among eleven people charged in a massive federal marriage fraud scheme. Prosecutors allege the operation arranged more than one-thousand sham marriages dating back to twenty-sixteen to help foreign nationals illegally obtain legal permanent residency. Meanwhile in Monroe County, a Pittsford father and son—seventy-five-year-old Talib Hussain and forty-eight-year-old Mirza Khan—have been indicted by a federal grand jury for an elaborate credit card and identity theft scheme that generated over two-point-two million dollars in losses.

In Western New York, two missing Allegany County children have been found safe in Georgia after a three-month nationwide search. Court filings show the temporary closure was triggered while awaiting West Virginia Lottery Commission approval to transfer the casino license to a new operating company. Attorneys for U.S. Senator Jim Justice's family told a federal judge the pause was necessary to avoid daily interest charges exceeding one-hundred-forty-five-thousand dollars as they work to satisfy debt owed to a Texas-based hotel group.

In Berkeley County, a Martinsburg man has been sentenced to prison for the murder of his mother, former West Virginia State Senator Sondra Lucht. Sixty-year-old Carl Lucht received forty years for felony murder plus up to ten additional years for assault. Prosecutors say Lucht assaulted his eighty-one-year-old mother in late twenty-twenty-four and left her without calling for emergency assistance.

And in Huntington, construction is ramping up on Marshall University’s new Institute for Cyber Security building along Fourth Avenue. The state-of-the-art facility is scheduled to open next August and will feature advanced tech labs alongside space for private industry partners.

A large hole in the roof of a Bourbon County fire station is patched up after Tuesday's storms.  North Middletown Mayor and Fire Chief Jeff McFarland says a tree fell on the building that was just completed last fall, causing considerable damage.  Over 60 residents were able to stay safe from the weather in the community's new storm shelter next to the fire station, according to McFarland.  He said the damage is unfortunate, but it is a little easier to take knowing that no community members were hurt.

ICE agents may soon be wearing electric gloves manufactured in Kentucky, which are capable of delivering painful shocks.  The Department of Homeland Security issued a notice this week saying ICE plans to spend 20-million dollars on thousands of pairs of the electric gloves.  Compliant Technologies LLC in Lexington, which makes the gloves, says the tactical gear operates normally until a hidden switch is flipped, delivering a sharp electrical current directly to a suspect's skin to force compliance during arrests.  The DHS contract says the electric gloves could be distributed as soon as next March.  

A Canadian based manufacturer is opening its first U.S. location today in Lexington.  BOS Innovations engineers robotics, laser, and machine vision automation systems.  It's more than five-million-dollar facility in Lexington opens today and brings 111 full-time jobs to the region.

An Owsley County man is accused of setting a trash can on fire and threatening to burn down his uncle's home.  Court documents show 19-year-old Jeremy Turner was arrested earlier this month on charges including arson and terroristic threatening.  State troopers were called to the residence in Lerose after Turner allegedly set fire to the trash can on his uncle's porch after getting into an argument.  He was booked into the Three Forks Regional Jail.

Living spaces for over 600 more students are now ready at the University of Kentucky.  A ribbon-cutting was held for Kirwan-Blanding Hall yesterday.  University officials say the additional space is needed as they see a growing number of sophomore, junior and senior students opting to live on campus.  About 85-hundred students will be staying on university property this year.

          POLICE SAY LINDENMUTH DIED AT THE SCENE OF THE CRASH, WHILE HIS PASSENGER............ 63-YEAR-OLD JAMES EYERLY JUNIOR OF HARRISBURG........... WAS TRANSPORTED TO THE PENN STATE HERSHEY MEDICAL CENTER.......... WHERE HE LATER DIED FROM HIS INJURIES.
