Opening Remarks
JOHN KERRY, Secretary of State, United States, said that for far too long, far too many lives in the Democratic Republic of the Congo and the broader Great Lakes region had been ravaged by targeted, grotesque violence, human rights abuses and regional instability. There was a global obligation to end the killing, raping, and forcing of children into combat, and to establish a lasting peace conducive to development.&nbs
