A San Francisco professor claims that Proposition 13 costs the state $43 billion a year in uncollected property taxes. He further notes that the longer you own a home in California the more disparate the property tax becomes, unfairly helping older white people to keep their homes. In most red states seniors get major property tax breaks. In California they are trying to figure out how to tax seniors and force them to sell their homes.
