One man or even a staff of pastors cannot truly shepherd a church as needed. But God designed the church to ensure that everyone is receiving the pastoral care required.

The church has as its basic nature the essence of community. This is because it springs from the greatest community of all, the trinity of God.

Although the word community is never used in the Bible the concept is definitely there. The church is not an event or place but a community of believers. How the church functions depends on its nature and essence. However, many local churches are not communities and therefore do not function as God intends.
