The LAPD and other law enforcement agencies across LA County got thousands of child abuse reports in a recent 18-month span.  A new investigation from the LA Daily News found the LAPD didn't investigate nearly 4,000 of those allegations. Did they ignore them or were there just too many cases for officers to get to?
